Responsibilities

  • To consider the most satisfactory course of action in determining the type of grant and works to be carried out for Home Improvement and Energy Efficiency grants.
  • To carry out a technical assessment of properties for which a grant application has been received.
  • To prepare a costed List of Works specifying items to be grant aided in accordance with PSIS Technical Guidance.
  • To gather relevant Pre Construction Health and Safety Information.
  • For Disabled Facilities Grants, to prepare a standard solution and scheme design to meet the requirements of the Occupational Therapists recommendation.
  • To ensure that plans submitted from customers/architects in support of individual applications meet the technical requirements of the scheme.
  • To cost individual applications using the approved rates and in compliance with the PSIS costing policy.
  • To inspect finished works to ensure they have been completed satisfactorily as per the list of grant aided items and process payment.
  • To ensure proper governance is applied in all technical decisions.
  • To engage actively and positively with a range of customers and partners. This includes, but is not limited to, grant applicants, contractors, statutory bodies and NIHE colleagues.

Skills and Qualifications

Essential Skills

  • Possess a degree level qualification in Building Studies, a relevant Mechanical and Electrical discipline or equivalent professional / technical qualification. PLUS,
  • Can demonstrate at least 2 years relevant experience in Building Construction / Surveying. OR,
  • Possess a relevant BTEC Higher Certificate/Diploma or equivalent qualification in Building Studies or a relevant Mechanical and Electrical, plus demonstrate 3 years relevant post qualification experience. OR,
  • Can demonstrate equivalent continuing professional development / experiential learning and demonstrate at least 4 years working within a Building Construction / Surveying. AND,
  • Can demonstrate experience in at least 3 of the following 5 areas:
  • Relevant experience in carrying out inspections of domestic properties to identify defects and recommend solutions with associated costs.
  • Experience of preparing basic plans/drawings following onsite surveys.
  • Experience of inspecting completed work to ensure it meets satisfactory quality standards which comply with current statutory requirements (eg. Building Control etc.).
  • Experience in using I.T. systems/mobile devices to carry out all technical duties and communication.
  • Experience in using an approved schedule of rates, and detailed application of VAT.
  • Possess a current driving licence or have access to a form of transport that enables them to meet the requirements of the post in full.
  • As part of the reference checking and vetting process for this position you will be requested to undertake a Basic AccessNI Disclosure. Having a criminal record will not necessarily be a bar to obtaining a position.
