Job description
Under the direction of the Head of Corporate Services to assist in the management of and be responsible for the day to day operation of Human Resource function of the Controlled Schools’ Support Council..
Responsibilities
- To manage staff files and records and to ensure timely and accurate information is provided to the Finance Office for processing the payroll and the payment of all salaries, taxes, benefits and allowances etc., through the payroll system
- To be responsible for maintaining all staff records ensuring that they are accurate and up to date
- Following discussion with the Head of Corporate Services, take the lead in the development of CSSC HR policies
- To maintain appropriate procedures for the recruitment of CSSC staff including advising line managers on job descriptions and personnel specifications
- To be responsible for overseeing the administrative processes relating to the recruitment of staff to CSSC
- To proffer advice to senior officers of CSSC on employment law matters which may impact upon the business of CSSC
- To support Directors and senior officers in the appointment process
- To prepare and update the CSSC staff handbook and induction processes for new staff appointed to CSSC
- To advise on pay and other remuneration issues
- To assist with the management and processing of any grievances or disciplinary procedures
- To assist with the management and oversight of CSSC trades union (NIPSA) engagements, internal to the organisation, and where necessary NIPSA directly, and in particular on any matters relating to conditions of service
- In conjunction with line managers to assist in analysing the training needs of staff and providing comment to senior officers
- When necessary, to prepare and present reports and draft policies on the HR function to relevant CSSC committee and/or Council
- Where necessary to engage with employment agencies as part of the range of options to filling vacant posts
- To have operational oversight of all relevant statutory returns relating to the HR activities of CSSC
Skills and Qualifications
Essential Skills
- A Bachelor's Degree (UK Qualification and Credit Framework level 6 or equivalent)
- Current member of the Chartered Institute of Personnel Development
- Demonstrable experience of recruitment and appointment practice
- Demonstrable experience of development and operation of human resources management policies for an organisation.
