BSO HSC Digital Senior Programme Manager (Service Design)


Job description

The Senior Programme Manager (Service Design) will take primary responsibility for defining the operational vision for the new HSC Directorate and for designing the Service Delivery Model (SDM) and associated Service Level Agreements (SLAs) which will define how the new service will be delivered in terms of Process, People, Organisation and ICT within agreed time limits and spending constraints. The SDM will define the vision against which the Programme Workstreams will be conducted. The activities at workstream level will be designed both to provide a level of detail to the framework articulated by the SDM and to implement the required elements of a solution to achieve that vision. The Senior Programme Manager (Service Design) will provide leadership and strategic management to the Service Design Workstream Team to ensure the delivery of the HSC Digital vision, objectives, and defined benefits. He/she will ensure that Programme and Project methodologies are rigorously applied to all aspects of the Service Design Workstream. The Senior Programme Manager will report to and be accountable to the Programme Director. He/she will lead the engagement with, and mobilisation of, the HSC community and in particular senior leaders, clinical staff and service users to define the SDM and organisational structure that is required to successfully deliver HSC Digital vision and achieve the benefits identified from this major strategic transformation programme..

Responsibilities

  • Defining the operational vision for the new HSC Digital Directorate through the recommendation of Service Level Agreements that will govern HSC Digital over a multi-year time frame.
  • Designing and developing the SDM for the new Directorate providing Digital Services to seven organisations (six Trusts & NIBTS), an existing IT shared service within BSO and providing support to over 74,000 staff.

Skills and Qualifications

Essential Skills

  • A University Degree or relevant professional qualification and 4 years experience in a middle to senior management role managing significant organisational change and improvement projects within a major complex organisation
  • OR 8 years experience working at middle to senior management level managing significant organisational change and improvement projects within a major complex organisation.

Desirable Skills

  • Prince2 practitioner, MSP practitioner or equivalent qualification.
