Job description

Work in conjunction with the Senior Payroll Officer in the operation and delivery of the Payroll/Pensions functions and associated expenses including processing, validating, payment via Bank Automated Clearing System (BACS) in compliance with Pay as You Earn (PAYE), Superannuation Scheme, stakeholder requirements including legislative, statutory, regulatory requirements and Council’s policies and procedures. This will include, when required the processing of election payroll. Responsible for monthly/weekly/councilor payroll processes in areas of specified responsibility in accordance with Council’s policies and procedures. Contribute to the effective operation of the Payroll Section being a point of contact for Heads of Service, other Senior Managers and Project Teams as necessary by providing solutions in relation to financial issues which have an impact within the remit of the payroll section. Ensuring the timely delivery of the weekly/monthly payrolls to agreed timescales including the payroll sections annual objectives and work programmes. In addition to the duties and responsibilities of the role the post holder will be required to have the knowledge and capabilities to perform all duties within the Payroll Section, deputising for the Senior Payroll Officer when required, to ensure required levels of service are maintained. Communicate operational issues to the Senior Payroll Officer to ensure quality of services is maintained. Interpret, implement and process National Joint Council (NJC) and Northern Ireland Civil Service (NICS) Terms and Conditions of Service and related matters maintaining a high level of knowledge of the policies, regulations, procedures and diverse terms and conditions involved. Ensure that the department complies with all statutory and legislative requirements by adhering to these requirements and working in accordance with good governance and health and safety requirements in particular ensuring that all payroll information is handled in strict accordance with Data Protection Regulations. Ensure that all responsibilities are carried out in a timely and effective manner and that general confidentiality is maintained in all areas relating to the work regularly with deadlines and changing circumstances within the section..

Responsibilities

  • Provide support, advice and guidance at a front line level to Managers and other staff on all Payroll matters including legacy arrangements for Limavady, Moyle, Ballymoney, Coleraine and former NICS employees.

Skills and Qualifications

Essential Skills

  • Five GCSE's (Grades A-C), or equivalent, including a numerical subject and English Language.
  • Two year's (three years if you do not have the required academic requirement at Criteria 1) experience in a Payroll environment within a large multi-disciplinary organisation to include:
  • Timely and accurate provision of a payroll and pensions service;
  • Cash handling;
  • The use of an accounts software package such as Total or Sage;
  • Collating information/data and preparing reports.
  • Experience in the use of Microsoft Office packages to include: Word, Excel and Outlook.
  • A full current driving licence (Category B, valid in the UK) and access to a vehicle that will enable the post holder to meet the requirements of the post OR have access to a form of transport that enables you to carry out the duties of the post.
  • Due to the timing of payroll payments, it may be necessary for the post holder, when required, to work outside normal office hours, including public/bank holidays, evening meetings and weekends.
