Software Delivery Manager (ICT Level 6)


Job description

Software Delivery Managers within the NICS deliver a diverse and challenging range of digital services through the following activities: -Management of bespoke application development. -Design, build and support of multi-tenant (reusable) applications. -Development and support of the NICS Departmental websites, Intranets, and numerous other public sector websites. -Design and architecture. -User Experience (UX) and User-Centred Design. -Undertaking structured analysis of technical issues, translating this analysis into technical designs that describe a solution. -Manage and lead internal IT related Projects and activities in line with agreed business area work plans. -Contribute to and develop IT roadmaps to support and achieve organisational outcomes. We build systems and services using the Agile approach, reducing the risks associated with ‘requirements first’ based delivery methods. It breaks a project into several more manageable phases, with decision points along the way involving the customer at all stages.

Responsibilities

  • Ensure effective staff and resource management within the team.
  • Overall responsibility for the team and day-to-day oversight of delivery by the team.
  • Planning, prioritisation, dependency management & monitoring.
  • Build and maintain a motivated team, making sure there is an iterative, prioritised plan to work towards.
  • Proactively manage dependencies, overcome obstacles, and get the best value within constraints.
  • Ensure good governance is applied within area of responsibility.
  • Manage third party contributions within area of responsibility.

Skills and Qualifications

Essential Skills

  • 1a) At least a level 4 qualification in Computing, Software Engineering, or other discipline relevant to Information Systems and Information Technology. (please see candidate information booklet)
  • AND 1b) 3 years experience of leading on the delivery of significant software development applications to deliver service improvements for the benefit of an organisation(s). Please refer to page 16 of the Candidate Information Booklet.
  • OR 2) 5 years experience of leading on the delivery of significant software development applications to deliver service improvements for the benefit of an organisation(s). Please refer to page 16 of the Candidate Information Booklet.
  • AND 3) 2 years experience of working in partnership with internal and external stakeholders to successfully deliver significant software development applications. Please refer to page 16 of the Candidate Information Booklet.
  • AND 4) 2 years experience of managing and reporting to management on software development projects each impacting a minimum of 500 users, using a recognised Software Development methodology. Please refer to page 16 of the CIB

Desirable Skills

  • SC1 Should it be necessary to shortlist candidates to go forward to interview after an eligibility sift, the panel will carry out an objective evaluation of the depth and breadth of information provided in response to eligibility criterion 3...
