IT Operations Managers (ICT Level 6)


Job description

As an IT Operations Manager you will have responsibility for managing a team of IT Professionals and leading solutions that underpin everything the NICS does. Working with a wide range of technologies, you will have the potential to have a significant and positive impact on the day-to-day lives of the people who live and work in Northern Ireland. The job is both rewarding and challenging, with many opportunities to develop yourself and your team to deliver services critical to the success of the organisation. We are looking for people with a robust background in IT, with strong interpersonal skills and experience of working in a delivery focused, agile environment, and with multidisciplinary teams. You’ll also need good communication, negotiation, and persuasion skills to enable you to work collaboratively with multiple stakeholders, both internally and across the wider government departments.

Responsibilities

  • Implementation of departmental or organisational IT strategies and processes to meet business needs.
  • Collaborating with senior staff and stakeholders across the NICS Departments, wider public sector, and Private Sector Partners.
  • Assisting in the management of suppliers to ensure successful delivery of systems, products, and services.
  • Promoting IT Security and technical standards and embedding a positive cyber security culture within their department or organisation.
  • On-boarding new technical solutions and ensuring successful deployment of new policies and procedures around these.
  • Managing the processing and coordination of appropriate and timely responses to incident reports, including channelling requests for help to appropriate functions and keeping clients appraised of progress.
  • Assisting with the planning, implementation, control, review, and audit of service provision, to meet customer requirements, including reviewing and monitoring Service Level Agreements (SLA’s).
  • Management of the lifecycle for service assets (hardware, software, knowledge, warranties etc) including inventory, compliance, usage, and disposal.
  • Management of IT expenditure, including the development of Business Cases, Project Mandates, and progress reports.
  • Managing the installation of new or upgraded services, ensuring compliance with existing technologies and decommission of redundant equipment.

Skills and Qualifications

Essential Skills

  • At least a level 4 qualification in Computing, Software Engineering or other discipline relevant to Information Systems and Information Technology. (Please refer to the Candidate Information Booklet)
  • 3 years' experience of leading the day-to-day management of IT delivery, problem resolution, and service improvements for the benefit of an organisation(s). (Please refer to the Candidate Information Booklet)
  • Or 5 years direct experience of leading the day-to-day management of IT delivery, problem resolution, and service improvements for the benefit of an organisation(s). (Please refer to the Candidate Information Booklet)
  • In addition to 1a or 1b, applicants must also meet eligibility criteria 2 and 3, as below: 2) 3 years' experience of working in partnership with key stakeholders to successfully deliver IT initiatives.
  • 2 years experience of managing projects/activities which have a significant medium to long term impact on the business. (Please refer to the Candidate Information Booklet).

Desirable Skills

  • Should it be necessary to shortlist candidates to go forward to interview after an eligibility sift, the panel will carry out an objective evaluation of the depth and breadth of information provided in response to eligibility criterion 3.
  • This will be completed on a scored basis and the highest scoring applicants will proceed to interview.
