Information and Disclosure Manager


Job description

The post holder within the Policy and Information Unit will have a dual role in terms of managing the day to day activity of the Information Management Team, while also acting as the Single Point of Contact (‘SPOC’) for all matters relating to the Coroner’s Legacy Inquests / The Independent Commission for Reconciliation and Truth Recovery and the related provision and disclosure of information.

Responsibilities

  • Be responsible for all responses to Freedom of Information and Data Protection requests in accordance with the appropriate legislation and statutory requirements.
  • Provide relevant FOI / DPA advice to the Head of Policy and Information and members of the senior management team as required.
  • Make information / disclosure available to a wide range of stakeholders in accordance with the legislative requirements and protocols of the various bodies.
  • Manage the PPS’s requirements in the provision of materials to the Coroner.
  • Oversee and be responsible for arrangements for the preservation of any material that may touch on coronial inquiry.
  • Be responsible for the provision of materials to the Coroner, address queries and co-ordinate the provision of responses to the Coroner.
  • Identify material of potential relevance / within the scope of ICRIR requests.
  • Analyse material with a view to disclosure. This requires adherence to a legal framework and the identification of material requiring sensitive handling in respect of Articles 2 and 8 of the European Convention of Human Rights.
  • Liaise regarding the management of all secret / STRAP materials to ensure handling and storage in accordance with national and local standards.

Skills and Qualifications

Essential Skills

  • Have at least 3 years’ experience of working in an information or disclosure management role. Please see Candidate Information Booklet for further information regarding this eligibility criteria. AND
  • A minimum of 2 years’ experience of effective leadership in an area of strategic significance to your organisation. Please see Candidate Information Booklet for further information regarding this eligibility criteria. AND
  • A minimum of 2 years’ experience of developing and maintaining positive, collaborative partnerships. Please see Candidate Information Booklet for further information regarding this eligibility criteria. AND
  • Hold a Practitioner level qualification in Data Protection or equivalent OR Be prepared to obtain the qualification within 12 months of taking up post. Attainment of the qualification will be required to complete probation period in the role.

Location: Belfast Chambers, 93 Chichester Street, Belfast Salary: £55,207 - £59,049 (under review) per annum NICS Application form only. Vacancy closing date Friday 18th October 2024 at 12 noon.
