Job description
Thank you for your interest in the Electrical Clerk of Works post in Construction and Procurement Delivery (CPD) within Construction Division. Construction and Procurement Delivery has a leading role to play in providing value for money procurement solution for Works and Supplies and Services across the Northern Ireland Civil Service and the wider public sector. When a Department or Agency requires a capital funded construction project it is our job to help them translate their need into a clear specification, advise them on the best procurement strategy, take it to the marketplace to obtain best value and project manage to ensure final delivery of the facility. CPD also provides best practice procurement advice to Departments on grant aided projects. Construction Division is currently responsible for the delivery and provision of advice in relation to a diverse and exciting portfolio of major new building and civil engineering projects. Collectively these projects have a value in the region of £750M. Applications are welcomed from suitably qualified candidates. The Electrical Clerk of Works plays a major role in this whole process to ensure that the electrical services Installation is in accordance with the electrical design documentation and current electrical installation and safety standards with best value for money to our clients. Responsibilities
- The duties and responsibilities of the post will include: Inspection of materials and workmanship of electrical services installations at government sites throughout Northern Ireland.
- Ensuring that work is carried out in accordance with the specification, design drawings and statutory requirements. Submission of inspection and progress reports to the project engineer for all sites visited.
- Monitor progress of projects against programme. Attendance at technical and site meetings (where required). Witness of electrical system commissioning and reporting to the project engineer on status.
- Submission of electrical defects lists during and upon completion of works to project engineer. Undertaking condition surveys of existing electrical systems and reporting to project engineer.
- Inspect existing buildings and buildings under construction, which may include gaining access to locations at height and or within confined spaces. Assessing contractors measures of materials and labour used in electrical installations
- A significant portion of the job involves working with and instructing contractors. It is essential that the applicants possesses good written and oral communication skills and have the level of experience and confidence necessary.
- Departmental standards of installation are maintained.
- Clerk of Works reports, general correspondence, etc will typically be submitted in electronic format. It is essential therefore that the applicant possesses general information Technology (IT) skills.
- and is proficient in the uses of e-mails and general software packages (e.g. Microsoft office spreadsheets, word documents, etc.
Skills and Qualifications
Essential Skills
- Applicants must, by the closing date for applications have: City and Guilds Level 3 award in the requirements for electrical installations (BS 7671; 2018).
- AND Qualified to at least NVQ Level 3 City & Guilds Advanced Craft in a recognised electrical construction related discipline.
- AND A minimum of 2 years site supervisory experience within the last 5 years in a building service related electrical discipline.
- AND Experience in all of the following areas: BS 7671 IET Electrical wiring regulations (18th edition); LV systems including LV switchgear, power distribution, lighting; Fire alarm and building security systems.
- AND Access to a vehicle which will enable the post holder to fulfil the responsibilities of the post in full.
Desirable Skills
- In addition applicants should be aware that after an eligibility sift, should it be necessary to shortlist candidates to go forward to interview, the panel will carry out an objective evaluation of the information provided by candidates
- in response to eligibility criterion 3. This will be completed on a scored basis and only the highest scoring applicants will be invited to interview.
