Job description

The NICS is seeking to fill Deputy Principal (DP) - Policy and Legislation roles that require specific skills and experience. Applications are invited from candidates who meet the eligibility criteria, to apply for this opportunity and challenge. Land and Property Services - Land Registry NI. The post holders will work as part of a small team responsible for developing and delivering Land Registration policy and legislation. This will include the delivery of legislative changes needed to support Land Registration’s procurement and operation of their new IT system, which will enable applications to each of the registers to be made electronically. The post holders will also work to develop policy to underpin the legislative changes that will be made regarding Land Registration’s new service offering, as well as policy to support the resulting changes to any Land Registration polices, practices and procedures. These posts include the development of policy, liaising with legislative counsel on drafting instructions for primary legislation as required, managing the legislative process on all relevant subordinate legislation, including the drafting, making, laying and publication of Statutory Rules to give effect to the policy detail. As well as the ability to draft and develop new legislation the post holders must have the required skills to interpret and explain the functioning of existing Land Registration legislation, in line with the policy intent that underpins the statutory framework. The post holders will also need to develop an awareness of case law arising from the statutory framework, both here and in GB. Skills and Qualifications

Essential Skills

  • Applicants must have, by the closing date for applications: A minimum of 2 years’ experience of effective leadership, setting strategic direction and managing resources to successfully deliver business objectives.
  • And A minimum of 2 years’ experience of building constructive, positive, and collaborative partnerships with a diverse range of stakeholders, including senior management, to effectively deliver significant organisational objectives.
  • And A minimum of 2 years’ demonstrable experience in the legislative process for the Northern Ireland Assembly or the UK Government and of contributing to the development and influencing of policies in a complex legislative environment.
