Commissioning of Public Health Screening & Health Protection Programmes Band 8C
Job description
Using the evidence base derived from local, national and international best practice and considering its applicability in Northern Ireland and taking account of national programme standards, the post holder, will be responsible for the strategic development and vision of service reform initiatives in the area of commissioning & Screening. The post holder will lead a regional programme to support reform and modernisation across a range of Public Health Screening & Health Protection Programmes. Health protection commissioning will initially focus on immunisation, surveillance and public health laboratory services. This will include the development of novel surveillance systems such as waste water surveillance and ensuring commissioning of local and UK reference laboratories meets the needs of the health protection service, taking account of rapidly developing areas such as pathogen genomics. With development of inter Trust working and collaboration with various bodies and agencies both within and outside NI, this will include service redesign.
Responsibilities
- To develop and lead the strategic commissioning and associated performance management and oversight of high quality, safe, effective and equitable Public Health.
- Lead the development of service reform and use of new testing technologies and recommendations including policy development, service reconfiguration and decision making in laboratory services.
- Lead the commissioning of new and existing Public Health Screening & Health Protection Programmes in line with service developments and best practice standards and guidance, interpreting such to provide assurance on quality and performance of program
Skills and Qualifications
Essential Skills
- Hold a university degree or recognised equivalent level professional qualification and have a minimum of three years’experience of commissioning and performance management of complex health services in a senior management. role in a major complex or
- Have a minimum of five years’ experience of commissioning and performance management of complex health services in a senior management role in a major complex organisation .
Desirable Skills
- Experience of commissioning population screening or health protection services.
