Job description

The NI Civil Service comprises nine Departments that support the Northern Ireland Executive and Ministers. Responsibilities

  • Plan and engage with key stakeholders. Lead proactive, evidence-based communications on the benefits of digital transformation. Identify, assess, manage, and control digital demand across the organisation.
  • Challenge organisational processes of increasing complexity and processes that are unnecessarily complicated. Work with delivery teams and business users to prioritise digital needs and develop high level delivery plans.
  • Identify digital procurement needs and develop appropriate strategies and plans to successfully procure new contracts, in line with prevailing CPD guidance and applicable legislation.
  • Lead a team to manage all aspects of the procurement lifecycle, ensuring maximum value is realised.
  • Lead a team to effectively manage all aspects of a wide range of ICT contracts, ensuring effective controls are in place. Take responsibility for complex relationships with contracted suppliers.
  • Negotiate, set, manage, and control portfolio level digital budgets in a complex environment. Ensure that effective financial governance, oversight, and accountability arrangements are in place.
  • Lead the implementation of an end-to-end business case process to ensure that all proposals for digital investment are appropriately analysed, assessed, and evaluated to demonstrate value for money.

Skills and Qualifications

Essential Skills

  • All applicants must meet either eligibility criterion 1 (both parts), or eligibility criterion 2, as below:
  • 1) At least a level 4 qualification in Computing, Software Engineering, or other discipline relevant to Information Systems and Information Technology.
  • (Only those courses where a computing content of 50 percent or more can be demonstrated to the satisfaction of the panel will be considered relevant).
  • AND 3 years management experience working collaboratively with senior leaders and managing diverse stakeholders to successfully lead IT focused multidisciplinary team(s) delivering IT products or services of significant scale and complexity
  • aligned to the organisation's strategic priorities
  • OR 2) 5 years management experience working collaboratively with senior leaders and managing diverse stakeholders to successfully lead IT focused multidisciplinary team(s) delivering IT products or services of significant scale and complexity,
  • aligned to the organisation's strategic priorities.
  • In addition to 1 or 2, applicants must also meet eligibility criteria 3 and 4, as below: 3) 2 years' experience of leading and collaborating with government/commercial third-party IT suppliers on a substantial contract
  • that successfully delivered business outcomes using a digital service.
  • AND 4) 2 years' experience of using a recognised digital delivery methodology to successfully develop and deliver a digital solution of significant scale and complexity, which has delivered tangible business benefits for an organisation.
