Contracts Officer, Band 5


Job description

The post involves providing support within the Performance & Planning Department. Working within the Contracts Team the post holder will play a key role in relation to contract compliance, performance monitoring and the development, implementation and review of contracting processes with the Independent Sector, other public Organisations, and with Health Authorities and Local Authorities elsewhere in the United Kingdom which the Belfast Trust has in place. This post will involve liaising with a wide range of stakeholders including non-statutory Providers, Service staff, Finance staff and other HSC organisations. The post holder will assist in maintaining a database of all service contracts/service level agreements, maintain a monitoring framework for and a database of all activity delivered by the Independent Sector. This post shall include responsibility for liaising with Service Managers, Finance and Information staff across the Trust to provide written and verbal expertise on the contracting process and the establishment of valid and timely service contracts. The post holder will be required to carry out contract monitoring activities, including reporting on service delivery, financial information and the presentation of reports on a regular basis, in order to support improved health and social care governance processes. As part of the wider Performance & Planning Department this role will also contribute to planning projects as required. .

Responsibilities

  • Participate in and contribute to the development and implementation of policies and procedures relating to the regulation of contracts across all Programmes of Care.
  • To set up and maintain efficient office support systems to ensure that all required reports and documentation are produced in a timely manner.

Skills and Qualifications

Essential Skills

  • Demonstrable high level of IT literacy, including the use of Microsoft Office including Word, Excel and PowerPoint.
  • Ability to work as part of a team and on own initiative.
  • Excellent communication skills, both written and oral and interpersonal skills, as this post required liaison with a wide range of groups both internal and external to the Trust.

Desirable Skills

  • Understanding of the tender process for public contracts.
