Job description
The post holder will support the Head of HR to manage and support customers in the delivery of their business objectives by providing professional and timely HR solutions, advice and support for the assigned business areas, with a primary focus on the effective management of Resourcing and Employee Services. To carry out Records Management duties for Libraries NI HR function in line with statutory requirements as set out by Data Protection legislation and GDPR. To contribute to the provision of a modern, professional and responsive service to support HR business delivery that aligns to and promotes the ethos of Libraries NI Corporate Vision and Values.
Responsibilities
- To support the delivery of an effective and customer orientated HR service to the assigned business functions and foster a culture that supports achievement of Libraries NI Corporate Plan
- Monitor KPI, develop and implement change where appropriate to support effective provision of service area.
- Lead and support the build and implementation of integrated HR/Payroll systems and standalone HR systems.
- Keep abreast of changes to employment law, codes of good practices and recommending changes to the HR Policy and Procedures when required.
- Ensure all processes within the business areas are compliant with data protection legislation including GDPR and Records Management processes.
- Provide senior HR support to customers, including managers at all levels, in the delivery of their business objectives by providing professional and timely HR solutions, advice and support for the assigned business areas
- To lead and provide proactive specialist HR advice and support to managers within the assigned business areas in the application of core HR policies and procedures, terms and conditions, employment law and HR best practice.
- Develop toolkits for managers and team members to ensure co-ordination and consistency of accurate advice between the Business Partner teams through regular liaison and exchange of ideas and best practice.
- To ensure effective working relationships with customers, Trade Unions and key stakeholders e.g. Representative Bodies, other Directorate, Shared Services, HR Business Partners and the wider HR team.
- Contribute to the development and delivery of HR annual business plans for Resourcing and Employee Services functions and contribute to overall HR Strategy.
- Manage the Resourcing and Employee Services teams according to the principles of performance management, attendance management and personal development.
Skills and Qualifications
Essential Skills
- Hold a minimum of CIPD Level 5 People Management qualification or an equivalent/higher level qualification in People / Human Resource Management.
- Hold current professional membership of the CIPD at or above Associate Level.
- Have a minimum of 3 years’ HR experience in the past seven years working in a HR function providing professional HR advice and guidance to senior management on Resourcing solutions.
- Can demonstrate relevant HR experience in successfully leading complex HR change projects in conjunction with internal and external stakeholders.
- Experience of providing advice and guidance to senior management and staff on complex matters pertaining to terms and conditions of employment.
- Experience in the development and implementation of HR Policy conversant with legal requirements in support of business objectives.
- Possess a current driving licence or have access to a suitable form of transport that enables the successful candidate to meet the requirements of the post in full.
Desirable Skills
- Experience of working within local government or the public sector and advising management on NJC terms and conditions of employment.
- Hold CIPD Level 7 or equivalent HR qualification.
