The Integr8 Programme has been established to transform the Finance and HR Services of the Northern Ireland Civil Service and a range of other public bodies by redesigning how people, processes, technology and data come together to deliver effectively and efficiently. The Programme is preparing to enter its ‘Implementation Phase’ when new technology solution will be designed and built, optimum organisational roles and structures will be developed and the Northern Ireland Civil Service will be prepared for changes to services which will be rolled out in phases. Integr8 is a strategic programme for the Civil Service and will make a positive impact on every civil servant. We are seeking to recruit a highly motivated and ambitious individual to support the delivery of this challenging programme of work to achieve the Integr8 vision of: Enabling transformation through the delivery of modern, flexible and customer focused Finance and HR services Taking up a role within the Programme will offer you the opportunity to shape the design and implementation of new HR, Payroll and Finance services for staff, NICS Departments and a range of other public sector bodies. The Programme will provide opportunities for you to work collaboratively with a diverse internal team, a range of external partners and with staff, at all levels, from across the Civil Service. Responsibilities

  • As HR Project Director you will have a strategic leadership role within the Integr8 Programme, reporting to and working closely with the Programme
  • Director and the Senior Responsible Owner (SRO). You will play a key role in developing an integrated operating model to transform the delivery of HR and Finance services.
  • This strategic role will be hugely influential in shaping the future delivery of these services and has wide and varied responsibilities, including:
  • Supporting the Programme Director in providing leadership across the Programme and the wider stakeholder landscape, to support the delivery of Integr8 outcomes.
  • Leading and motivating a project team to deliver the design and implementation of the new HR service and technology solution in partnership with colleagues across the Programme and a range of internal and external delivery partners.
  • Overseeing the Project Management of the HR Project and workstreams, to include project planning, risk and issue management and the management of dependencies, all in collaboration with colleagues across the programme.
  • Taking strategic decisions and providing advice and recommendations to the Programme Board for consideration.
  • Engaging extensively with senior stakeholders, clearly communicating the strategic direction, principles and progress of the Programme.
  • Leading the specification, procurement, design and implementation of a payroll administration services contract.
  • Leading on the development of Key Design Decisions for the HR Project and engaging with the Programme’s Design Governance forums.

Skills and Qualifications

Essential Skills

  • Applicants must, by the closing date for applications, provide evidence which demonstrates that they have: 1. A minimum of 2 years’ experience of delivering significant improvements to HR services in a complex and challenging environment,
  • AND 2.A minimum of 2 years’ senior management experience of successfully leading and managing a high performing team in complex operational and/or policy areas, setting the strategic direction, managing change and improving service delivery,
  • in addition to the effective management of resources and performance to deliver against key organisational outcomes,
  • AND 3. A minimum of 2 years’ experience at senior management level of effective and collaborative partnership working, demonstrating the ability to establish partnership networks,
  • engage, manage and influence senior internal and external stakeholders to successfully achieve strategic outcomes.

Desirable Skills

Salary: £67,371 - £73,494 (£73,577 - £77,904 with effect from 1 August 2025) per annum NICS Application form only, Vacancy closing date Friday 25th July 2025 at 12 noon.
