This role sits within the new Business Support division within the newly created Corporate & Support Services Directorate. Reporting to the Legal & Democratic Services Manager you will be responsible for the delivery of and management of an efficient and effective legal services function to ensure the Council remains compliant with legislation. You will manage the Legal Services team to ensure high quality professional legal service standards and performance targets are met and maintained. You will attend Council and other committee meetings as necessary. About the role: £26.85 per hour Location: The location of this post will be confirmed upon appointment and flexibility to be based across the Borough will be required. Hours of Work: 37 hours per week Public Sector.
Responsibilities
- Carry out duties as a qualified solicitor in connection with an assigned caseload, including representing the Council in court.
- Responsible for providing advice on legal matters and interpretation of legislation to the Council, senior officers of the Council and other bodies to ensure legal compliance and good decision-making.
- Responsible for liaison and legal oversight of external legal contracts with Barristers to ensure good quality and value-add to council.
- Work with Council, council committees and other managers within the Council and actively participate in cross-functional initiatives and projects within Council to ensure delivery of the agreed objectives, providing the appropriate legal advice.
- Contribute to the delivery of the overall good governance, ensuring compliance with policy and procedure and the adoption of appropriate risk management to secure the highest standards of performance, probity and conduct are maintained.
- Contribute to the delivery of assessments in accordance with Council’s Standing Orders relating to motions and advice Council on their legal competency.
- Support the development of a Standards Committee, in conjunction with the Ombudsman to enable the Council to address conduct issues where possible internally and with internal training and support.
- Provide accurate and timely professional legal advice on matters relating to the functions and exercise of the powers and duties of Councils including the interpretation of legislation and the requirements of administrative law to the Council.
- This includes attending and providing advice at Council and Committee meetings as required and providing advice in the absence of the Data Protection Officer.
- Develop Committee and other reports, attend and present before the Council and Committees as required. Check that minutes and reports of decision made are legally compliant.
- To consider, prepare and conduct (including advocacy) matters in the Magistrates’ Court, Crown Court, County Court and High Court and in all other tribunals or hearings of whatever description, on behalf of the Council.
- Provide legal advice and support in respect of judicial review proceedings.
Skills and Qualifications
Essential Skills
- A solicitor entitled to practice in Northern Ireland of at least three years' standing.
- Applicants must have a minimum of 3 years post qualification experience as a Solicitor with the ability to demonstrate the following: Experience of dealing with a complex range of legal issues providing concise and clear advice and reports.
- Applicants must have a minimum of 3 years post qualification experience as a Solicitor with the ability to demonstrate the following: Providing advice to Elected Members or the Senior Management Team of an organisation.
- Applicants must have a minimum of 3 years post qualification experience as a Solicitor with the ability to demonstrate the following: A track record of providing legal advice which has mitigated risk.
- A full current driving licence valid in the UK and access to a vehicle Or have access to a form of transport that enables you to carry out the duties of the post.
