Job description

Thank you for your interest in the role of HR Workstream Lead within the Integr8 Programme. This is an incredibly exciting time to be joining the Northern Ireland Civil Service (NICS). This role creates a unique opportunity to make a valuable contribution transforming how HR and Finance services are delivered across the NICS. The Integr8 Programme will drive the modernisation of HR and Finance services by redesigning how processes, people, data and technology come together. It will impact upon every civil servant, job applicant, government supplier through the development of streamlined and user centric services. We are looking for two enthusiastic and dynamic leaders who will play a critical role in shaping and delivering this change. To be successful in this role, you will need to be a motivated individual with a proven track record of effectively delivering change within an HR context. You should be confident in building and developing professional working relationships, have strong leadership skills and a collaborative ethos.

Responsibilities

  • Engaging extensively with stakeholders, clearly communicating strategic direction to deliver the change needed for the implementation of the new integrated solution, including people, process, data and technology elements.
  • Leading design sessions with subject matter resources and a range of external advisors to enable the delivery of Programme outcomes.
  • Developing requirements for a Payroll Administration Services contract and leading procurement activities to put this contract in place.
  • Identifying Workstream risks, assumptions, issues and dependencies and managing these appropriately by putting in place mitigating actions or escalating as required.
  • Engaging across the wider NI Public Sector and with other jurisdictions to understand lessons learnt and to enable best practice to be implemented.
  • The list of responsibilities is not exhaustive and is intended as an indication of the main duties of the post. The emphasis on particular duties will vary over time according to the phases of the Programme.

Skills and Qualifications

Essential Skills

  • Applicants must, by the closing date for applications, provide evidence which demonstrates that they have a minimum of 2 years experience which demonstrates an in-depth HR functional expertise to successfully deliver business outcomes.
  • A minimum of 2 years’ experience of effective leadership in an area of strategic significance to your organisation; demonstrating your ability to set the strategic direction in your function, effectively prioritise and manage resources.
  • Developing a high performing team or function to deliver key business objectives in a complex and challenging environment.
  • A minimum of 2 years experience of developing and maintaining positive, collaborative partnerships and demonstrable experience of effective stakeholder engagement and management.
