Senior Procurement Manager
Job description
The BSO Procurement and Logistics Service (PaLS) is the sole provider of professional supplies and services to Health and Social Care (HSC) Trusts, Board and Agencies in Northern Ireland (NI) covering contracting, logistics, warehousing, purchasing, capital equipping, ICT and E-commerce. It is an accredited Centre of Procurement Expertise (CoPE) established under the NI Public Procurement Policy (2002, as amended). Currently employing circa 400 staff on sites throughout NI, BSO PaLS has an operating budget of about £18m and influences approximately £1.3bn of goods and services expenditure (clinical and non-clinical) per annum on behalf of HSC with 2,900 contracts totalling in excess of £1.7bn.
Responsibilities
- Providing both strategic and operational management, including the improvement of current operational methods and processes for the procurement location’s discrete category
- Development and delivery of procurement strategies and improvement in all-round supply chain performance through liaison and negotiation with key stakeholders including colleagues, customers and suppliers for the product and service category
- Close operational liaison with all local and regional customers (from Chief Executive to front end user) and the management of an effective customer liaison regime to handle all procurement matters
Skills and Qualifications
Essential Skills
- Candidates must be a full member of the Chartered Institute of Purchasing and Supply
- Have at least three years (in the last ten) experience at a senior management level within the procurement function in a large complex organisation
- In the absence of at least a primary degree or a professional qualification, have at least four years experience at a senior management level within the procurement function in a large complex organisation
