The jobholder will be responsible to the Head of Specialist Services for the delivery of high quality transportation of service users and non-patient services for all directorates within the Southern Trust area. He/she will be responsible for the operational management of a number of transport departments. He/she will ensure the objectives of the Trust’s Delivery Plan and the Division Balanced Score Card for Transport Services are successfully implemented through effective multidisciplinary working in a collective leadership model. He/she will provide clear leadership to all staff in the postholder’s area of responsibility. He or She may also carry external contract responsibility and/ or lead professional responsibility. The jobholder will also support the Assistant Director of Disability services with long term planning and service reform initiatives. The jobholder will be responsible for co-ordinating the activities of their department across directorates within their designated area of the Trust. He/she will also monitor compliance with all relevant statutory obligations and the requirements of the DHSSPS and HSC organisations, devising and implementing remedial strategies and providing advice as necessary.
Responsibilities
- Lead on designated projects on behalf of the Assistant Director across the Southern Health and Social Care Trust.
- As a member of the Disability Division determine service needs, maintain staffing levels and managing them accordingly.
- Ensure the Transport service supports the delivery of the Trust’s corporate objectives and achievement of its strategic goals. In particular support and underpin the Trusts clinical, managerial governance and performance systems.
- To develop and ensure delivery of a set of key objectives and targets for the Transport service.
- To manage and provide strategic leadership of the Transport service within the Trust.
- Delivery of safe, high quality, customer focused services to support patient and client care.
- Ensure services are continuously improved and that modernisation initiatives are implemented and that opportunities for benefits realisation are maximised.
- Ensuring compliance with all applicable Trust policies, Statutory Standards and Health Service guidance and the development and implementation of transport procedures, programmes and strategies.
- Managerial and budgetary responsibility for budgets within the job remit
- Responsible for implementation of all statutory and mandatory legislation within job remit and for working with others to develop solutions to overcome specific problems.
- Provide, when required operational support, advice and services to external agencies e.g. RQIA, NIAS, HSC etc. as appropriate.
- Ensure that detailed contingency arrangements are in place to guarantee delivery of Trusts Emergency plan.
- Responsible for the development of Transport services to meet the needs and objectives of the Trust.
- Provide clear leadership to staff within the Transport services department and ensure it has a highly skilled, flexible and motivated workforce.

Skills and Qualifications
Essential Skills
- A University degree or relevant professional qualification and worked for at least 1 year in a management role.
- OR Have worked for at least 3 years in a management role.
- And have: A Certificate of Professional Competence for Transport Managers in Road Haulage and Passenger Transport.
- And: 1 years’ experience of direct management of staff.
- Delivered against challenging performance objectives for a minimum of 2 years meeting a range of key targets and making significant improvements.
- Worked with a diverse range of stakeholders, internal and external to the organisation, to achieve successful outcomes for a minimum of 1 year.
- A proven track record of people management, governance and organisational skills for a minimum of 1 year.
- Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport.
