Planning Officer
Job description
To provide professional and technical advice, guidance and recommendations, and to carry out all the functions associated with the delivery of the Council’s responsibilities and statutory functions in respect of Planning.
Responsibilities
- Validation and processing of planning applications under supervision of a senior officer. Undertaking site visits, participating in site meetings, writing up reports of visits, formulating professional opinions.
- Assisting with the preparation of material for committee meeting, planning appeals and public inquiries.
- Monitoring planning decisions and investigating suspected cases of unauthorised development, interviewing parties, taking statements, inspecting, surveying and photographing sites, writing up reports.
- Representing the Council in the service of enforcement notices and acting as a witness at court and enforcement appeals.
- Assisting with the preparation of development plans, enhancement strategies and regeneration proposals for conservation areas, town centres and other selected settlements.
- Assisting with research into and preparation of reports relating to policy formulation and development control.
- Assisting with research into and preparation of reports, analysing and balancing planning issues relating to policy formulation and development management.
- Dealing with enquiries from the public, by telephone, correspondence and face to face. Operating the Council’s IT Systems including Geographical Information System (GIS).
- Participate in and ensure compliance with all Council policies and procedures and operate within the highest standards of personal behaviour which reflect the core values of the organisation.
- Ensure full compliance with Health and Safety requirements and legislation in accordance with Council’s Policies and Procedures.
- Comply with and actively promote the Council’s policies and procedures on all aspects of equality.
- Undertake any other duties appropriate to scale, which may be required from time to time.
Skills and Qualifications
Essential Skills
- Degree in Planning or Post Graduate Qualification in Planning.
- Knowledge and application of relevant Northern Ireland planning policy and legislation and working practices of the planning function. Knowledge and application of Microsoft Office packages.
- Must have access to a form of transport to carry out the duties of the post.
Desirable Skills
- A minimum of 6 months’ demonstrable experience which involves working in Development Management, Development Plan or Enforcement
- Ability to write planning reports Ability to analyse, interpret, and present current planning policy and information and assist in planning policy formulation.
