Job description

The post holder will work as part of a small team providing a comprehensive range of HR and Corporate Services to the Agency. The post holder will provide professional HR services to a range of Manages and staff on the full range of HR issues to include best practice in Employee Relations, Equality and Human Rights, Learning and Development, Recruitment and Selection as well as providing support and co-ordination for people and culture initiatives. The post holder will be responsible for assisting in the development of a range of operational outcomes within the department in support of key objectives of the NIBTS.

Responsibilities

  • Absence Management
  • To provide best practice advice on all matters relating to managing absence.
  • To support and assist Managers at all levels in the control and management of casual and long-term absenteeism and to liaise with the Occupational Health Services where appropriate.
  • Co-ordination of absence statistics for the HR & Finance Scorecard to include comparative analysis.
  • To produce monthly absence statistics for Senior Managers as well as any ad-hoc absence reports.
  • Co-ordinate absence information, and ensure payroll receive notifications.
  • Equality & Human Rights
  • Liaising with senior managers and the Equality unit, collecting, collating and presenting the following documents; Equality Scheme, Annual Review of Progress, Audit of Inequalities and Equality and Disability Action Plan.
  • Co-ordination of Corporate Equality information for reporting to SMT, Board and Governance Committee.
  • Liaise with Managers to ensure completion of relevant screening templates and provide yearly equality statistical information for screening documents.
  • Employee Relations
  • The provision of professional advice to Mangers and staff throughout the Agency on matters relating to Terms & Conditions of Employment.
  • To provide best practice professional advice and where necessary support to Managers within the Agency on the interpretation and application of the Agency’s HR Policies and Procedures.
  • Learning and Development
  • To assist in the co-ordination, development and delivery of training programmes.
  • To maintain data base of training records and provide training figures.
  • To co-ordinate course applications and ensure relevant evaluations are completed.
  • Generic Duties
  • To assist the Head of HR & Corporate Services and the HR & Training Manager to achieve targets laid down with the Agency’s HR & Corporate Services Strategy and Departmental Business Plan.
  • Assist in achievement of HR related objectives in relation to HR Controls Assurance action plan.
  • To provide as required, timely and accurate management information on HR trends.

Skills and Qualifications

Essential Skills

  • A University Degree or a recognised Professional Qualification plus a minimum of one year’s relevant experience working within a Human Resources Department;
  • OR A minimum of three years relevant experience working in a Human Resources Department, one of which must be at Band 3 or above or equivalent.
  • AND Suitable experience in providing an advisory role to Managers on a range of HR related issues.
  • AND Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment.
  • This criterion will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by NIBTS which will permit them to carry out the duties of the post.
  • Production and analysis of statistical information using software packages such as Microsoft Excel, PowerPoint and Word.
  • Ability to prioritise workloads and meet deadlines and ability to work as part of a team and on own initiative.
  • Responsible attitude to confidentiality of information.
  • An ability to develop good working relationships with officers in all grades and professions.
  • An ability to communicate clearly, both verbally and in writing.
  • Up to date knowledge of current employment legislation.
  • Working knowledge of best practice HR policies and procedures.
