To be responsible to the Property Officer (Quantity Surveying) for: The provision of a full range of quantity surveying services, including the preparation of contract documentation; Assisting in the evaluation of tenders and quotations; and the development of interim valuations, costing variations and final accounts and the coordination and monitoring of budget estimates.
Responsibilities
- To plan, deploy and manage all allocated resources in such a way as to secure optimal performance and the achievement of the unit's financial and operational targets.
- To represent the Property Officer (Quantity Surveying) as required within the post-holder's sphere of responsibility.
- To liaise, co-ordinate with, and assist in the management of any external consultants, as directed by the Property Officer (Quantity Surveying).
- To assist in the development and monitoring of planned and reactive maintenance programs of all types at all council locations including the monitoring of associated budgets.
- To develop bills of quantities, to deploy appropriate schedules of rates to secure value for money and to measure work on-site in all areas of the city as required.
- To assist in the provision of feasibility, budget and cost estimates, to advise as regards cost planning and to ensure the monitoring of actual and estimated expenditure on all projects, programs, and suppliers.
- To be responsible for establishing, developing and maintaining approved lists of building sub-contractors for use in seeking quotations and tenders for sub-contract work, and for the control and administration of the CIS Inland Revenue.
- To assist as required in the development of procurement documentation and in the evaluation of tenders and quotations, and to prepare tender reports as required.
- To measure completed work on site in accordance with the appropriate standard method of measurement.
- To prepare interim valuations, variations and final accounts for sub-contracted work, including validation and certification for payment.
- To implement effective individual performance management processes in respect of all assigned staff.
- To provide expert advice and guidance on cost-control and quantity-surveying issues as required.
- To produce a range of statistical information as directed, to facilitate the monitoring and management of the units work.
- To assist as required in the carrying out of condition surveys at all council locations.
- To participate in working groups, project teams and other ad hoc groupings as directed by the Property Maintenance Manager.
- To motivate and manage any staff, that may be assigned, to the post holder to ensure effective service delivery and to be responsible for reviewing and implementing a proper staff training and development program.
- To participate in all induction and in-service training provided by Belfast City Council and in the induction and support of all newly appointed staff and other human resource management policies and procedures, as appropriate
- To participate as directed in the councils recruitment and selection procedures.
- To act in accordance with the council and departmental policies and procedures including customer care, equal opportunities, health and safety, safeguarding and any pertinent legislation.
- To undertake the duties in such a way as to enhance and protect the reputation and public profile of the council.
- To undertake such other relevant duties as may from time to time be required.
Skills and Qualifications
Essential Skills
- Applicants must, as at the closing date for receipt of application forms:
- Have a third level qualification in a relevant subject such as Quantity Surveying or equivalent qualification and be able to demonstrate on the application form, by providing personal and specific examples, at least one years relevant experience with
