Principal Professional and Technical Officer (PPTO) Building Regulations


Job description

The successful candidate will be responsible to the Deputy Director, Head of Building Standards Branch and will lead one of two teams of professional and technical staff in the Building Regulations Unit. The successful candidate may also be expected to lead in the provision of technical support to the Energy Performance of Buildings (Certificates and Inspections) Regulations (Northern Ireland) 2008 (as amended).

Responsibilities

  • Programming, managing and delivering the development of amendments to a number of Parts of the Building Regulations
  • Supporting technical guidance and contributing to the development and analysis of proposed amendments to all other aspects of the Building Regulations and related legislation.
  • Leading on appropriate development, implementation and promotion of policy and legislation relating to Energy Performance Certificates.
  • Managing studies or research on specific subjects to inform the content and format of future amendments to relevant regulations.
  • Preparing, delivering and presenting the Department’s Building regulations proposals for consideration of the Minister, the Finance Committee, the NI Building Regulations Advisory Committee and for public consultation.

Skills and Qualifications

Essential Skills

  • Applicants must, by the closing date for applications: Be a Registered Architect, Chartered Engineer, Chartered Building/Quantity Surveyor or Chartered Construction Manager or hold an Equivalent professional qualification AND
  • Have an in-depth knowledge & understanding of the Building Regulations for Northern Ireland with a proven track record, involving at least 5 years’ experience of working on building regulations development, implementation, application or compliance
  • AND Have at least 3 years’ experience of successfully managing the delivery of projects in an operational and/or policy area.
