Job description

The MCPS team is responsible for discharging HSENI’s statutory functions in respect of the implementation of and associated market surveillance activities under the Product Safety Directives and other relevant legislation. This is a frontline role in which the SPTO will directly influence duty holders and work with colleagues within HSENI and other organisations. A key part of the role will be maintaining knowledge and intelligence of developments across the product safety regimes in both the EU and GB and to ensure this is understood and implemented. This will involve developing and maintaining partnerships and intelligence gathering mechanisms within Europe and GB (including HSE). The SPTO will be required to fulfil a combination of proactive and reactive duties and there is a need to adhere to and evolve operational market surveillance procedures. The work is varied but it will be within the area of product safety relating to the supply of products onto the market, initially focusing on compliance in workplaces with relevant health and safety legislation including: Supply of Machinery (Safety); Requirements for accreditation and market surveillance relating to the marketing of products; Lifts; Gas Appliances; Pressure Equipment; Simple Pressure Vessels; Personal Protection Equipment; Cableway Installations; Electrical Equipment; and Equipment and Protective Systems Intended for Use in Potentially Explosive Atmospheres. The majority of activity will fall under the Supply of Machinery Regulations. The successful candidate should expect to be responsible for the delivery of relevant areas of the HSENI MCPS work plan in respect of product safety. The role will evolve and the SPTO will require flexibility to adapt to new challenges. One of the main challenges for the post holder will be to assist the head of group in delivering the work plan of the team. It will involve: setting clear goals which are tied closely to the team and HSENI’s priorities; clearly demonstrating how their work fits into HSENI’s objectives; excellent communication; managing work and deadlines based on risk and priorities; building trust and respect in the team; and practicing continuous learning and development. They will need to have strong leadership qualities. They must be able to resolve complex and difficult issues working alone and collegiately in the team and with others in HSENI. They must be able to engage positively with people at all levels and deliver results in challenging circumstances. They must have a pragmatic delivery focused approach to their work. Responsibilities

  • The main duties of the job are as follows:
  • Delivery of the MCPS work plan.
  • Ensure day-to-day consistency in the team and the market surveillance product safety work.
  • Ensure HSENI’s MCPS Team develop and maintain the required knowledge and expertise in the various product safety regimes.
  • Drive and deliver effective performance in difficult & challenging circumstances, encouraging the team when required.
  • Give input to the team’s operational work plan.
  • Contribute to intelligence gathering, data analysis and market surveillance targeting.

Skills and Qualifications

Essential Skills

  • Applicants must, by the closing date for applications have:
  • A Bachelor of Science Degree (BSc) or a Bachelor of Engineering (BEng) or equivalent
  • AND, Two years’ experience, gained within the last seven years, of working in a science or engineering related profession
  • AND, A full Category B driving licence, valid for Northern Ireland that will enable the candidate to carry out the duties of the post in full.
