Quantity Surveyor


Job description

Ensuring the effective commercial management of NIHE's assets, of high quality Planned Works and Compliance related investment to regions within the relevant area of operation. Ensuring that the investment is planned effectively to maximise efficiencies, is affordable, matches NIHE's investment standards, is delivered to a high standard with minimal defects, and a high level of customer satisfaction is achieved. To prepare or assist in the development of specifications, drawings, bills of quantities and schedule of rates to enable the invitation of tenders and quotations. Work in conjunction with the NIHE’s procurement team for the delivery of pilot schemes and to ensure that suitable contracts are in place for the delivery of the Region’s Programme. Additionally, suitable knowledge of appropriate quantity surveying software packages is required.

Responsibilities

  • To ensure the affordable delivery of the investment programme, the effective management and monitoring of budgets in respect of your function including undertaking regular benchmark reviews, forecasting, cash-flow projections and monitoring.
  • To assist with the regular dialogue between contractors and consultants to ensure effective progress of work. Raise appropriate certificates and instructions for issue to contractor/consultant.
  • To provide technical advice to management and other members of the NIHE’s staff.
  • To effectively contribute towards stock and option appraisal of stock in your region including any regeneration initiatives.

Skills and Qualifications

Essential Skills

  • A degree or equivalent Level 6 qualification in a Building/Construction related discipline PLUS 1 years relevant experience working within a Building/Construction function OR
  • BTEC Higher or equivalent Level 5 qualification in a Building/Construction related discipline PLUS 2 years’ relevant experience working within a Building/Construction function OR
  • Can demonstrate equivalent continuing professional development/experiential learning AND at least 3 years’ relevant experience working within a Building/Construction function.

Further Information

All of our employees are assigned a base location. This will be determined on appointment dependent on where vacancies exist. The role includes regular travel throughout NI. 24 Immediate vacancies are based in the Belfast and South Region, with office bases in either Marlborough House, Craigavon or Frederick Street, Newtownards. Consideration may be given to base locations in the local offices in Cookstown and Omagh for the South Region.
