The jobholder will be responsible to the Head of Specialist Services for the delivery of high quality transportation of service users and non-patient services for all directorates within the Southern Trust area. He/She will be responsible for the operational management of a number of transport departments. He/She will ensure the objectives of the Trust’s Delivery Plan and the Division Balanced Score Card for Transport Services are successfully implemented through effective multidisciplinary working in a collective leadership model. He/She will provide clear leadership to all staff in the postholder’s area of responsibility. He or She may also carry external contract responsibility and/ or lead professional responsibility. The jobholder will also support the Assistant Director of Disability services with long term planning and service reform initiatives.
Responsibilities
- Lead on designated projects on behalf of the Assistant Director across the Southern Health and Social Care Trust.
- As a member of the Disability Division determine service needs, maintain staffing levels and managing them accordingly.
- Ensure the Transport service supports the delivery of the Trust’s corporate objectives and achievement of its strategic goals. In particular support and underpin the Trusts clinical, managerial governance and performance systems.
- To develop and ensure delivery of a set of key objectives and targets for the Transport service.
- Delivery of safe, high quality, customer focused services to support patient and client care.
- To manage and provide strategic leadership of the Transport service within the Trust.
- Provide managerial and technical input to Senior Managers, Directors, Chief Executive’s Office, to enable compliance with statutory regulations.
- Responsible for compliance with and satisfactory performance against applicable Controls Assurance Standards e.g. Management of Fleet and Transport.
- Ensure that the needs of patients, clients and their carers are at the core of the way the Trust delivers services and that resources are effectively deployed to meet those needs.
- Ensure Transport services, strategies and objectives take cognisance of national and regional standards.
- Provide clear leadership to staff within the Transport services department and ensure it has a highly skilled, flexible and motivated workforce.
- Work closely with senior human resources staff to take forward the development and implementation of workforce planning and modernisation initiatives.
- Participate in the development of robust communication systems to support and promote the Disability Management functions.
- Ensure the effective implementation of all Trust information management policies and procedures in the department.
- Establish collaborative relationships and networks with external stakeholders in the public, private and voluntary sectors to ensure the Trust effectively discharges its functions.

Skills and Qualifications
Essential Skills

- A University degree or relevant professional qualification AND worked for at least 1 year in a management role.
- Or: have worked for at least 3 years in a management role.
- (management role is defined as holding a management position at Band 5 or above/equivalent.)
- Hold a Certificate of Professional Competence (CPC) Road Haulage and/or Certificate of Passenger Competence (CPC) Road Passenger Transport.
- Note-Preference will be given to candidates who present with both certificates. Applicants with only one certificate will be expected to complete the additional certificate upon commencement in post.
- Delivered against challenging performance objectives for a minimum of 2 years meeting a range of key targets and making significant improvements.
- Worked with a diverse range of stakeholders, internal and external to the organisation, to achieve successful outcomes for a minimum of 1 year.
- At least 1 year's experience in people management (to include direct management of staff), governance, and organisational skills.

- Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment.
- This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Trust which will permit them to carry out the duties of the post.
- Strategic context for Transport Services Delivery; Legislative standards relating to delivery of Transport Services and Budgetary control including performance management.
- Specification of Freight and Passenger Vehicles.
- Working knowledge of the decision-making processes and business planning arrangements for the HPSS/NHS or equivalent large organisation. As defined in the NHS Leadership Qualities Framework:
