Job description
Property Services Division’s role is to provide a range of high quality, professional property and hard facilities management services. Including the delivery of small construction projects up to a value of £500,000. These services are delivered to NICS and ALBs in accordance with NIPPP and other relevant guidance. The Division comprises of 70 professional and technical from various construction related disciplines, across the following branches. - Multidisciplinary Team 1 including the Asbestos Unit - Multidisciplinary Team 2 including the Building Management Systems Unit - Multidisciplinary Team 3 including the Fire Safety Unit and Supplies and Stores - Property Maintenance Team - Quantity Surveying Team - Quality, Customer and Business Operations PSD work activity covers reactive maintenance, planned preventative maintenance, remedials works, minor works and general property related advice and surveys, including Fire Safety, Asbestos, BMS, Supplies and Stores. PSD has procured a comprehensive Property Management Framework to centralise maintenance contracting service provision across the client base. The Framework has been delivered in compliance with procurement legislation and Public Procurement Policy Statements.
Responsibilities
- Leading and managing for all staff and business activities within the multidisciplinary team, with responsibility for making key decisions on team workload, staff resources and the delegation of works.
- Leading and managing the provision of advice pertaining to the services delivered by the multidisciplinary team to Northern Ireland Departments, their Agencies and Non-Departmental Public Bodies.
- Leading and managing the engagement with clients including being the principal point of contact for new and existing customers, on matters concerning the provision of all services delivered by the multidisciplinary team.
- Attendance at regular client liaison meetings.
- Leading and managing the creation and implementation of best practice maintenance strategies, policies, processes and procedures to aid and improve operational performance and to ensure compliance with policy, statutory and legal requirements
- Leading and managing the procurement and management of external maintenance contractors and consultants
- Leading and managing the monitoring and reporting on contract Key Performance Indicators
- Acting as the lead PSD officer in relation to matters pertaining to electrical engineering
- Accountability for Statutory and Health & Safety compliance on project delivery within the multidisciplinary team and ensuring Customer statutory obligations are safe-guarded
- Responsibility for carrying out Post-Project Reviews on a representative sample of completed Works Projects and accountability for associated QA performance, in compliance with PSD’s Quality Assurance obligations
- Representing senior management, as one of the three lead multidisciplinary team leads, on all Property Maintenance Framework Meetings and on all associated ICT Framework meetings, and other contractual meetings where applicable

Skills and Qualifications
Essential Skills
- Applicants must, by the closing date for applications: 1. Be a current Chartered Electrical Engineer. (please refer to page 18 of the candidate information booklet)
- AND 2. Have at least 3 years’ experience in the design and delivery of, electrical services within buildings with a total aggregate value of at least £1M per annum. (please refer to page 18 of the candidate information booklet)
- AND 3. Have at least 3 years’ experience of successfully leading a team of staff in the construction sector. (please refer to page 18 of the candidate information booklet)
Desirable Skills
- If, following an eligibility sift, it should be necessary to shortlist candidates to go to interview, the panel will carry out an objective evaluation of the information provided in response to eligibility criterion 2.
