Working as part of the Asset Management team, the purpose of this role is to ensure that the Association’s existing and new schemes comply with all relevant statutory regulations through robust programme and project management of contractors and consultants as required. The role encompasses cyclical maintenance and shall require cross team and cross functional working.

Responsibilities

  • Manage, monitor and plan works with third party delivery partners to ensure the Association’s stock remains complaint with all relevant statutory and regulatory requirements.
  • To ensure the effective contract management of the Association’s statutory compliance services, including, but not limited to the following:
  • Asbestos Management, Cyclical Electrical Works, Fire Safety Management, Domestic and Commercial Heating, Water Hygiene (Legionella) Management, Lifting Equipment Management, Energy Improvement / Renewables.
  • Developing and implementing a Cyclical maintenance programme in conjunction with the Compliance and Cyclical Maintenance Manager and Association’s delivery partners.
  • To further identify, plan and manage a rolling programme of external improvement schemes on any development owned by Woven.
  • Liaise with the Association’s Service Delivery Partners to ensure that the Association’s property portfolio remains statutorily compliant.
  • Monitor performance and put in place remedial action to ensure 100% compliance is maintained across all areas of compliance.
  • Conduct regular audits and inspections to identify compliance risks.
  • Maintain accurate and up-to-date records of compliance activities and audits.
  • Prepare compliance reports for senior management and regulatory bodies as required.
  • Document compliance incidents and track their resolution.
  • Prepare and present audit reports with findings and recommendations for corrective actions.
  • To represent Asset Management Team at various regular team meetings, such as H&S, CS/AM and others on request.
  • Assist with developing, implementing and delivering a successful cyclical programme of works, in line with annual budgets.
  • To monitor performance and take corrective action where necessary of Service Delivery Partners.
  • To review service delivery to ensure that agreed targets and Key Performance Indicators are met and make proposals to make improvements and meet forecast changes in the level or type of service.
  • Undertaking site inspections in order to verify contractor’s valuation submissions are priced in accordance with schedule of rates;
  • Ensuring that contractor’s valuations and payments are made in accordance with Woven procedures.
  • Attend contract management meetings with Service Delivery Partners as required.
  • To work with the Finance Team to ensure invoicing is actioned in line with Contract Terms and Conditions and service charges are identified and reviewed for new and existing schemes.
  • To maintain thorough arrangements for and records of contract management quality control and document storage and reporting of works and any remedial actions.
  • Develop, implement and monitor compliance programs to ensure adherence to policies.
  • In conjunction with the Compliance and Cyclical Maintenance Manager ensure that internal policies reflect current regulations and best practices.

Skills and Qualifications

Essential Skills

  • Level 4 qualification (HNC or equivalent) in Maintenance / Development / Construction / Facilities Management related discipline or a minimum of 4 years relevant experience.
  • Demonstrable experience of successful management of a programme of contracts.
  • Demonstrable working knowledge and use of Microsoft Office, including Word, Excel and MS Project.
  • Hold a current full, (preferably) clean driving licence that allows driving in the UK, with use of a private vehicle for business use or, in the case of disability, be able to demonstrate how the mobility requirements of the position will be met.

Desirable Skills

  • Experience of Housing Association Governance Requirements.
  • Detailed understanding and commercial application of the NEC3 suite of contracts.
  • Contract Administration of NEC3 forms of contract.
  • Experience of implementation and installation of Contractor and Client IT systems.
  • Chartered status with a relevant professional body.
  • Demonstrate experience of using Prince 2 or Prince 2 methodology.
