Job description

The post is located within the Product Design Team in NICSHR L&D. The key function of the Team is to identify, design and develop learning interventions that support the enhancement of skills and capabilities required by NICS staff to deliver the Programme for Government, the NICS People Strategy and comply with legislative requirements. The post will be responsible for key portfolios of learning, reporting directly to the Head of Product Design in delivering a prioritised blended learning portfolio aligned to corporate need. A key aspect of the role will be the capability to create and maintain effective working relationships with key stakeholders and providers related to the portfolios with a strong focus on identifying future development needs for the NICS. It is essential for the post holder to have experience in the design and delivery of training. Highly developed communication skills, strong written and oral presentation skills, with experience in presenting to groups of individuals and/or on a one-to-one basis are also required. Key features of this post require the post holder to have the ability to plan a programme of work; have consultation and influencing skills, especially demonstrating the ability to build and maintain effective working relationships with a wide variety of internal and external stakeholders.

Responsibilities

  • Incorporate best practice in the design, development, delivery and evaluation of a wide range of development programmes focused at all levels of NICS staff.
  • To deliver up to date, innovative and creative learning and development interventions, where appropriate driving the use of digital technology to blend core offerings.
  • To undertake training delivery in line with customer needs incorporating a facilitative/participative approach where appropriate.
  • To participate in the procurement of learning and development interventions in compliance with DoF and Construction and Procurement Directorate (CPD) requirements.
  • Manage a small team of professionally qualified training consultants to ensure achievement of business objectives.
  • Provide qualitative assessment of external providers contracted to design and deliver learning interventions.
  • Ensure individual and team delivery targets are met in line with NICSHR L&D business results through the use of strong project management skills and the use of key management information.
  • Build productive working relationships with Head of Profession, subject matter experts and external providers to ensure that learning programmes reflect best practice and leading-edge thinking.
  • Work collaboratively within NICSHR L&D to enable learning interventions to be marketed, candidates recruited and learning materials issued.
  • Work with associates and partner delivery organisations to increase efficiency and effectiveness in the delivery of learning interventions.

Skills and Qualifications

Essential Skills

  • An ITD / IPD / CIPD certificate Level 3 or above in Learning and Development Practice or an equivalent training qualification. Please refer to the Candidate Information Booklet.
  • Developing and delivering strategic training across organisational boundaries. Please refer to the candidate information booklet.
  • A minimum of 2 years’ experience of effective leadership, setting strategic direction and managing resources to successfully design and deliver learning and development services in a complex and changing environment. Please refer to the CIB.
  • A minimum of 2 years’ experience of building constructive, positive and collaborative partnerships with a diverse range of stakeholders to effectively design and deliver learning and development services to meet organisational objectives.

Desirable Skills
