Job description

Construction and Procurement Delivery (CPD) is a business area within the Department of Finance (DoF). DoF has a wide range of functions including the strategic management of public expenditure and the delivery of a range of central services to Northern Ireland departments, comprising human resources, accounting, financial management, ICT, training, accommodation, legal services and procurement. DoF incorporates thirteen business areas and has approximately 3500 staff who are located mainly in the Greater Belfast area and in Derry/Londonderry. The overall aim of the DoF is to help the Executive secure the most appropriate and effective use of resources and services for the benefit of the community. In pursuing this aim, the key objective of the Department is to deliver quality, cost effective and efficient public services and administration in the Department’s areas of executive responsibility. Public procurement expenditure represents approximately 25% of the resources available to the Executive. It is therefore an important driver for our economy as well as ensuring goods, services and facilities are available to provide public services to citizens. CPD acts as a Centre of Procurement Expertise (CoPE) and as a Central Purchasing body under the Public Contracts Regulations. CPD provides professional procurement services to a wide range of public bodies ensuring that contracts are awarded in accordance with procurement legislation and procurement policy. Services provided by CPD includes the procurement of supplies, services and construction works; management of programmes and projects; and a range of property and facilities management services. Responsibilities

  • Managing contractors and/or consultants appointed using NEC contracts, from inception to completion and ensuring that projects are delivered on time and within budget
  • Providing professional and technical advice to government departments and other public bodies on a wide range of electrical engineering issues and associated topics, such as: Whole Life Costing, Value Engineering, Sustainability and Low Carbon Design
  • Acting as a member of a multi-disciplinary team and providing an electrical engineering service for new build/refurbishment projects. This may include preparing feasibility studies and scheme designs, providing design brief and assessing contractors
  • Managing consultants and evaluating their electrical engineering submissions
  • Providing comments to government departments on the standard of designs submitted by electrical engineering consultants on behalf of independent bodies receiving grant funds from government
  • Estimating the value of the electrical services of projects and contracts, providing valuation of works in progress and settling final accounts of consultants and contractors engaged under NEC contracts
  • Supporting clients in the use of BIM (Building Information Modelling/Management) in the delivery of their projects
  • Surveying existing buildings throughout Northern Ireland, some of which may be in remote rural areas
  • Inspecting buildings under construction, this may include gaining access to locations at height and/or within confined spaces
  • Manage and supervise Higher Professional and Technical Officer (HPTO), Professional and Technical Officer (PTO) and Graduate Trainee staff
  • Maintaining and continuously developing professional knowledge and competence to provide a leading source of expertise and authoritative advice and ensure high professional standards and decision making
  • Carrying out frequent site visits (sometimes several in one day) many of which are to remote and rural locations, often inaccessible by public transport, and some of which are in public estates
  • Applicants should also be aware that this post will require the postholder to undertake inspections within roof spaces and other areas of restricted space
  • Carrying of and making use of equipment provided e.g. the post-holder may be required to carry steps, ladders, survey equipment as necessary to carry out the role
  • Any other relevant duties as required by management

Skills and Qualifications

Essential Skills

  • Be an Electrical Engineer and a chartered member of one of the institutions listed: Institution of Engineering and Technology IET or Chartered Institution of Building Services Engineers CIBSE
  • Have a minimum of 2 years relevant post qualification experience in Electrical Building Services engineering
  • Or have an undergraduate degree qualification in electrical engineering which makes you eligible to apply for chartered membership of one of the institutions above and already be a non-chartered member of that institution
  • Have a minimum of 3 years relevant post qualification experience in Electrical Building Services
  • Have a valid driving licence enabling the holder to drive in the UK and Ireland and access to a form of transport so that the post holder can discharge the key responsibilities of the post in full
