Job description
Sustainability, Engineering and Estate Safety Branch This Branch has the following functions: Department of Health (DoH) lead for Sustainable Development of the Estate, including management of departmental obligations in respect of climate change legislation, policies, standards and Directions and cross-cutting programmes established by the Executive and other NI Departments. DoH policy lead for the decontamination of reusable surgical instruments, flexible and non-flexible endoscopes, dental and podiatry instruments, including the review and monitoring the implementation of the Department’s Regional Decontamination Strategy. Responsible for the delivery of the DoH Decontamination Assurance Function in support of the policy function. Departmental lead for medical device and estates safety including, assessing learning from medical device safety, estates infrastructure incidents and the issue of medical device and estates safety alerts. Policy advice and guidance on the regulation of medical devices and acts as Departmental liaison for medical device safety and regulation with the Medicines and Healthcare products Regulatory Agency (MHRA). Professional support to the DoH Emergency Planning function, specialist advisor in relation to the technical assessment of capital development business cases in the areas of medical device and estates infrastructure investment. The identification of need along with the development and publication of healthcare design and operational guidance together with other UK devolved administrations. Specialist professional and technical advice and support in relation to the design, operation and management of specialist life-critical engineering infrastructure systems found in the delivery of health and social care which contribute to the health and social well-being of the people of Northern Ireland. Responsibilities
- Acting as the lead for the identification of need, the development, publication and management of healthcare design and operational guidance together with other HSC organisations, the UK devolved administrations and other bodies.
- Engagement with the Health and Social Care sector to develop and implement departmental policy for the health and social care operational estate.
- Provision of specialist professional & technical advice to support the department in meeting its duties under the Climate Change Act (NI) 2022, through sustainable development & developing mitigating actions & adaptation plans for the health estate.
- Provision of objective and timely advice and support to the Head of Sustainability, Engineering and Estate Safety, senior DoH management and the Minister on policy and legislative matters related to decontamination and specialist estate management.
- Acting as the lead for the delivery of the DoH decontamination assurance function for Health and Social Care.
- Travel, on occasion, to sites across the health and social care estate in NI to attend stakeholder engagement meetings to develop policy or to support the Minister at Ministerial visits.
- Any other duties as required by line management.

Skills and Qualifications
Essential Skills
- EC1. Hold a degree in Engineering in an area relating to Building Engineering Services (Mechanical/Electrical) or equivalent and have full registration as a Chartered Engineer with the Engineering Council. AND
- EC2. At least 3 years’ experience in the field of engineering building services which are likely to be found in health and social care facilities e.g., medical gas installations, non-domestic heating systems, large scale...
- EC2 CONTINUED; domestic hot & cold water systems, electrical distribution systems, non-domestic building ventilation systems, life safety systems, low carbon sustainable engineering & energy management, & decontamination sterile services departments.
