Job description
The Senior Planning Manager will be a member of the Finance and Corporate Services Directorate, and will work with the Assistant Director for Planning and Performance to provide a professional planning service across the PHA, through the development and performance monitoring of strategic corporate and annual business plans, contributing to the achievement of corporate objectives. In particular the post-holder will play a key role in leading the development of strategic, thematic and programme plans and associated business cases for significant areas of the PHA’s work across all programme and budget areas, in line with the PHA Corporate Plan and implementation of key regional strategies, to improve the health and wellbeing of the population in NI. The post-holder will work closely with Directors, Assistant Directors and other senior professional staff across all PHA Directorates (Public Health, Nursing/AHP and Operations) as well as with stakeholders and colleagues in the DoH, other HSC organisations, other statutory and voluntary and community organisations and service users and carers. The post holder will provide expert planning and performance advice, support and guidance, working with senior programme and clinical managers, leading, co-leading or as a member of multi-disciplinary teams as appropriate. The postholder will carry a planning portfolio covering a number of different programme areas, developing and maintaining a knowledge and understanding of these areas of care.
Responsibilities
- As a senior member of the Planning and Operational Services team, develop and maintain, in conjunction with the Assistant Director, a professional, efficient and effective PHA wide planning function, which supports the achievement of PHA objective
- Lead the development of strategic, thematic, programme and service plans, relating to the full range of PHA programme budget areas, working with relevant programme or clinical leads across all PHA Directorates and relevant multi-disciplinary and
- multi-agency teams, in line with the achievement of the PHA Corporate Plan objectives and outcomes, Making Life Better and other Departmental strategies and in support of Programme for Government.
- Ensure that robust governance and planning arrangements and documentation are in place to support the timely delivery of strategic and thematic plans, including reporting and accountability to the Agency Management Team and PHA Board
Skills and Qualifications
Essential Skills
- Have a university degree or equivalent professional qualification and have worked for at least 3 years at middle/senior management level in a specialist planning or project management role within a complex organisation. OR
- Have worked for at least 5 years at middle/senior management level in a specialist planning or project management role within a complex organisation.
- Experience of developing policies, procedures, framework documents within a major complex organisation.
- Have worked with a diverse range of stakeholders, both internal and external to the organisation, to achieve successful outcomes.
- Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment.
- This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by The Organisation which will permit them to carry out the duties of the post.
