BSO Specialist Procurement Manager (Sourcing) B7
Job description
As a Specialist Procurement Manager for a high value, specialist regional product / service contract portfolio for all HSC organisations; Provide leadership to a specialist sourcing team. Drive developments in procurement in line with best practice within the NHS, Health and Social Care Northern Ireland (HSCNI) and more widely for a discrete category.
Responsibilities
- Development and delivery of procurement strategies and improvement in all-round supply chain performance through liaison and negotiation with key stakeholders including colleagues, customers and suppliers for the specialist product/service category.
- Close operational liaison with all local and regional customers (from Board level to front end user) and the management of an effective customer liaison regime for the specialist area for which the post holder is responsible.
- Where appropriate liaising with other supplies organisations within Health Service & Social Care in England, Scotland, Wales, the NICS Procurement Centres including Central Procurement Directorate & Health Service Executive at Dept Health Dublin.
- Lead supplies developments, negotiations with key suppliers in specialist product/service category which post holder is responsible & where appropriate collaborate with other procurement staff within BSO PaLS etc.
Skills and Qualifications
Essential Skills
- Primary degree AND at least three years’ (within the past ten years) relevant experience at middle to senior management level of letting and managing contracts preferably under Public Contracts Regulations 2015 within a specialist function etc.
- Or relevant Professional Qualification e.g. full membership of CIPS, CILT AND at least three years’ (within past ten years) relevant experience at middle to senior management level of letting, managing contracts preferably Public Contracts Regs 2015.
- Or must have at least five (5) years’ (within the past ten years) experience at a middle to senior management level of letting and managing contracts preferably under the Public Contract Regulations 2015.
