Human Resources Staff Officer
Job description
To act as an active strategic enabler within the PSNI, providing high-quality operational and analytical HR support that drives workforce effectiveness. The post holder will combine case management expertise with data-driven insight to support informed decision-making and sustainable workforce planning. They will act as a trusted partner to managers; analysing trends, anticipating needs, and promoting an inclusive, high-performance culture aligned to PSNI values.
Responsibilities
- Provide expert HR advice and coaching to line managers on the full employee lifecycle (attendance, performance, grievance, discipline, recruitment and development).
- Actively use workforce data and intelligence to identify trends, assess workforce risks, and inform evidence-based workforce planning.
- Advise managers on short, medium, and long-term workforce needs, including resourcing, skills development and cultural priorities.
- Attend and contribute to management meetings as an active business partner, driving workforce discussions and proactively forecasting workforce and skills requirements.
- Lead or contribute to local HR projects that support organisational change, wellbeing, and inclusion and performance improvement.
- Support and coach line managers to enhance their people management capability, confidence and decision-making.
- Contribute to quality assurance of HR casework, ensuring consistency, compliance, and high standards across HR services.
- Collaborate with HR colleagues and wider teams to share knowledge and promote continuous improvement.
- Actively participate in HR ‘communities of practice’, engaging in continuous professional development (CPD) and knowledge exchange to strengthen HR capability across PSNI.
- Maintain accurate HR data, reports, and documentation to support evidence-based decision-making and organisational assurance.
- Ensure adherence to employment law, HR policy, equality and diversity, and governance standards in all HR activity.
Skills and Qualifications
Essential Skills
- Relevant degree or equivalent HR/business/law qualification.
- Minimum of 3 years’ operational HR experience providing advice and guidance to line managers on strategic HR issues.
- Demonstrated ability to interpret and apply HR policy, employment law, and equality and diversity principles.
- Proven ability to analyse and use workforce data (e.g. SAP, workforce reports, inclusion and culture surveys) to identify trends and inform workforce or resourcing decisions.
- Strong communication and influencing skills, with evidence of building effective relationships and trust with managers and colleagues.
- Evidence of proactive partnership working, contributing to management meetings and driving workforce planning and people-related discussions.
- The successful candidate must have access to a form of transport which will enable them to fulfil the responsibilities of the job in full.
- IT literate specifically in the use of the Microsoft Office suite. (Including MS Word, MS PowerPoint, MS Excel and MS Outlook)
Desirable Skills
- CIPD membership or working towards qualification.
- Experience supporting organisational change, workforce development, or improvement projects within a complex or public sector organisation.
Further Information
Appointment will be dependent on the individual satisfying the vetting requirements for the post which will vary according to the work area appointed to. Please note that for all appointments there is a minimum requirement to have a three year checkable history, which includes a requirement for candidates to have resided in the UK for the three years immediately preceding their vetting application.
