Job description
Thank you for your interest in the HPTO Building Regulations post within Construction & Procurement Delivery (CPD), Department of Finance (DoF), Properties Division. Building Standards Branch is responsible primarily for the policy and legislation that sets standards for relevant construction in Northern Ireland, through Building Regulations. It also has legislative, liaison and policy responsibilities for the Energy Performance of Buildings (Certificate and Inspection) Regulations regime. The post will be a challenging and exciting opportunity for the successful candidate. Together with a raft of new policies, legislation and guidance, most particularly but not solely, on fire safety, conservation of fuel and power and associated areas of the regulations, the team contributes to strategic work ongoing across government on Building Safety, Energy, Green Growth and Climate Action Planning. The postholder will be part of a dedicated team committed to a number of these areas of work and support decision-making by Ministers and Senior Officials. Responsibilities
- The main duties and responsibilities of an HPTO Building Regulations Policy Assistant in Building Standards Branch will be to assist lead writers (Senior Professional Technical Officers - SPTOs).
- Assisting in writing amendments to several Parts of the Building Regulations, associated Technical Booklets and other supporting documentation.
- Contributing to the development and analysis of proposed amendments to all other aspects of building regulations and EPB legislation.
- Assisting in undertaking necessary research and investigative work to develop initial policy proposals on technical issues, developing and providing draft information papers.

Skills and Qualifications
Essential Skills
- Applicants must by the closing date for application have a BTEC Ordinary National Certificate in a Building Construction related discipline.
- A minimum of 3 years’ post qualification experience in the application or enforcement of the development of; or undertaking or leading specialist technical research directly relevant to the Building Regulations and relevant supporting standards
- Or a BTEC/Higher National Certificate or Higher National Diploma in a Building Construction related discipline.
- A minimum of 2 years’ post qualification experience in the application or enforcement of the development of; or undertaking or leading specialist technical research directly relevant to the Building Regulations and relevant supporting standards.
- A Degree in a Building Construction related discipline or a related specialist technical area directly relevant to the Building Regulations.
- A minimum of 1 years’ post qualification experience in the application or enforcement of; the development of; or undertaking or leading specialist technical research directly relevant to the Building Regulations and relevant supporting standards.
- Or Membership of a Chartered Professional Body incorporated under or with Royal Charter, holding the title of Registered Architect, Chartered Engineer, Chartered Surveyor, Chartered Building Engineer
- Or a title of equal standing from another construction profession or related specialist technical area, directly relevant to the Building Regulations.
- A minimum of 1 years’ experience in the application or enforcement of; the development of; or undertaking or leading specialist technical research directly relevant to the Building Regulations and relevant supporting standards.
Desirable Skills
- In addition, applicants should be aware that after an eligibility sift, should it be necessary to shortlist candidates to go forward to interview.
- The panel will carry out an objective evaluation of the depth and breadth of information provided by candidates in response to eligibility criteria ‘b’ in each case.
