Grade 6 Head of Procurement
Job description
The Head of Procurement Standards and Cost Advisory Branch (PSCAB) will report to the Director of Health Estates and shall be a member of the senior management team for Health Estates. The postholder will be expected to work closely with senior officials in all Northern Ireland Departments relating to the functions of HED to ensure that the aims of the Department are understood and realised. As Head of PSCAB the postholder will be required to contribute to the overall business strategy, performance and management of Health Estates Directorate and be responsible for the delivery of the business objectives assigned to the PSCAB Team.
Responsibilities
- Leading and managing multidisciplinary teams to deliver a customer focused construction procurement service to Northern Ireland Departments and ensuring that construction projects comply with policy, statutory and legal requirements.
- Developing new strategies, procedures and contract documentation for the management and delivery of construction works and services contracts that will enhance the level of value for money realised.
- Responsibility for the administration of the procurement process and the overall performance management of suppliers working with DoH.

Skills and Qualifications
Essential Skills
- Currently a chartered Quantity Surveyor. Please note that the successful candidate must remain Chartered whilst in the post. Currently DoH refund professional fees. Checks will be completed with the appropriate professional body to confirm.
- At least 3 years’ experience of having successfully discharged senior management responsibilities in an organisation involved in the construction sector with experience in either...
- The successful delivery of new build or refurbishment or project in line with modern methods of construction procurement and best practice
- Or the provision of advice to internal/external stakeholders in relation to construction procurement policy and best practice.
- Have demonstrable knowledge of procurement legislation, policy, and best practice as it applies to construction procurement across the public sector.
- Have a successful track record of managing a team and delivering demonstrable and measurable service benefits and improvements to customers.
Desirable Skills
- Should it be necessary to shortlist candidates to go forward to interview the panel will carry out an objective evaluation of of the strength and breadth of the evidence of experience provided in response to Eligibility Criterion 3.
