Network Operations Manager (Network Maintenance)
Job description
To lead the safe, efficient and compliant maintenance of PEGL’s gas distribution network, ensuring assets perform reliably and to regulatory and quality standards. The role oversees contractor delivery, supports Opex and Capex programmes, drives continual improvement, manages operational risk, and provides technical input to asset planning and innovation, including preparation for green gases. Responsibilities
- To be responsible for the management and delivery of PEGL’s network maintenance and repair activities through which PEGL ensures the condition of the distribution network is maintained to a level consistent with attainment of asset objectives.
- To lead and report on the delivery of Opex and Capex projects, and ensure the principal contractor completes relevant maintenance activities on time, to specified technical and quality standards and to budget.
- To provide information to support the submission of the annual cost reporting template (ACRT) to the Utility Regulator, ensuring accuracy in completion and cost reporting.
- To undertake monitoring and audit of safety, quality and productivity and implement improvements as necessary. Monitor the effectiveness of asset maintenance strategies and failure trends and make recommendations for change / corrective action.
- To provide operational experience, knowledge and technical input to the engineering department to assist with decision making and the planning and prioritisation of asset maintenance activities and projects both planned and reactive.
- To play an active role in the implementation of change and continual improvement within PEGL, through liaison with managers throughout the business.
- Where relevant, ensure the production of well-reasoned arguments with supporting analyses to support regulatory decision-making on network asset maintenance activities.
- Ensure that PEGL complies with all relevant legislation and regulations in the areas of asset maintenance and associated operational management.
Skills and Qualifications
Essential Skills
- Engineering Degree / HND / HNC or equivalent qualification.
- At least 5 years Engineering experience.
- Extensive experience delivering operational work programs.
- Full valid UK drivers’ licence.
- Excellent communications skills with an ability to deal with the general public, contractors, suppliers and external bodies.
- Strong leadership capability to provide management and technical direction during operational and emergency activities.
- Proven ability to work independently and as part of a team and contribute effectively in a multi-functional environment.
- Strong IT skills, including the use of Microsoft packages and internal systems.
- Leading, developing, training, and assessing personnel across a range on engineering / operational functions.
- Detailed knowledge of relevant industry standards.
- An operational understanding and limitations of a gas distribution network.
- Conducting audits of safety, quality, productivity, and asset management systems (ISO55001).
Desirable Skills
- Membership with a relevant professional institution.
- 10 years relevant Engineering experience.
- Fulfilling roles as Competent Person / Authorising Engineer within a Safe Control of Operations environment.
- Understanding of gas distribution networks, maintenance strategies, failure trends and operational risks.
- Experience of fulfilling a role within an emergency response environment.
- Good knowledge of relevant industry standards.
- Strong understanding of gas and other utility infrastructure and installation methods.
- Ability to interpret drawings / records.
- Sound knowledge of key Street Works requirements.
