Thank you for your interest in the HPTO Building & Fabric Asbestos Surveyor post within Property Services Division of Construction & Procurement Delivery (CPD), Department of Finance (DoF). Property Services Division (PSD) provides hard Facilities Management & Property Maintenance Services, through a range of professional and technical services, to a broad range of NICS and wider public sector clients. Property Services Division’s role is to provide a range of high quality, professional property and hard facilities management services i.e., reactive maintenance requests, Planned Preventative Maintenance (PPM) and associated remedial works (cyclical, scheduled and planned maintenance) as well as teams delivering small and micro projects up to a value of £500,000 and teams delivering allied services including asbestos management services. HPTO Building & Fabric Asbestos Surveyors play a key role in the delivery of asbestos management services for all our clients across maintenance works, small project works and assisting our colleagues across CPD with capital project schemes. The Asbestos section provides our clients with advice and assistance with the procurement of asbestos surveys to facilitate clients to achieve compliance with legislative requirements of the Control of Asbestos Regulations. Responsibilities
- While the precise duties and responsibilities of an HPTO Building & Fabric Asbestos Surveyor will vary, it will involve varying degrees of the following activities / responsibilities working as part of a dedicated team:
- To provide asbestos management surveys and management plans for our clients, via the use of external consultants.
- To provide asbestos re-inspection surveys - undertaken on an annual basis and upon the submission of the duty-holders/client requests for services via the use of external consultants.
- To provide asbestos pre-refurbishment/demolition surveys for all property refurbishment or demolition works undertaken for our clients, via the use of external consultants.
- To manage the provision of asbestos sampling, testing and analyst services, via the use of external consultants.

Skills and Qualifications
Essential Skills
- Applicants must, by the closing date for applications, have: Please note: You must be eligible to apply under 1, 2 or 3. 1a. An NVQ Level 4 qualification in Architecture / Architectural Technology / Building Construction / Building Studies.
- AND 1b. A minimum of 4 years’ relevant post-qualification experience in building construction, property refurbishment/maintenance, including managing projects/works.
- AND 1c. A British Occupational Hygiene Society (BOHS) P402 Proficiency Certificate Qualification in Surveying and Sampling Strategies for Asbestos in Buildings.
- OR 2a. An NVQ Level 5 qualification in Architecture / Architectural Technology / Building Construction / Construction Engineering with Surveying.
- AND 2b. A minimum of 3 years’ relevant post-qualification experience in building construction, property refurbishment/maintenance, including managing projects/works.
- AND 2c. A British Occupational Hygiene Society (BOHS) P402 Proficiency Certificate Qualification in Surveying and Sampling Strategies for Asbestos in Buildings.
- OR 3a. An NVQ Level 6 qualification in Architecture / Architectural Technology / Building Construction / Construction Engineering with Surveying/Building Surveying.
- AND 3b. A minimum of 2 years’ relevant post-qualification experience in building construction, property refurbishment/maintenance, including managing projects/works.
- AND 3c. A British Occupational Hygiene Society (BOHS) P402 Proficiency Certificate Qualification in Surveying and Sampling Strategies for Asbestos in Buildings.
