Job description
To lead, manage and develop the Council’s Waste Collection Services across the Borough, ensuring the safe, efficient and customer-focused delivery of household, commercial, recycling and bulky waste collection operations. The postholder will be responsible for driving service performance, continuous improvement, compliance with statutory and Council requirements, and the effective management of staff, resources, budgets and operational infrastructure in support of corporate and directorate objectives. Responsibilities
- In conjunction with the Head of Service, to develop and implement a service unit business plan, and relevant policies and procedures in support of the Corporate Plan.
- To maximise performance across the team including effective implementation of performance management processes.
- To manage and review team members’ performance with the aim of development of skills and knowledge.
- To ensure the effective management of financial, human and physical resources and associated budgets in the delivery of the service.

Skills and Qualifications
Essential Skills
- Degree or equivalent in a relevant subject area.Or 3 years’ relevant experience as outlined below.
- A minimum of two years’ relevant management experience within waste and environmental service delivery, demonstrating responsibility for one or more of the following service areas:
- Management of waste collection infrastructure.
- Delivery and performance management of kerbside household waste and recycling collection services.
- Delivery and performance management of commercial waste and recycling collection services.
- Management of in house waste collection operations.
- Oversight of a Special Collections (bulky items) service.
- A proven ability to develop and lead a continuous improvement culture, ensuring the achievement of KPIs, corporate objectives and service specific targets.
- Experience of working collaboratively with peers and a range of internal and external stakeholders to support effective service delivery.
- A demonstrable track record of delivering consistent, high quality, customer focused services, with a focus on service standards and continuous improvement.
Desirable Skills
- Additional relevant professional qualifications.
- At least two years’ relevant management experience within a local authority or comparable operational environment.
- Experience of the utilisation of in-cab digital technologies.
- Experience of collaboration with elected members and union members.
- Access to a form of transport to fulfil the duties of the post.
Further Information
Location - North Road Depot, Newtownards. Salray - PO6, SCP 41 - 44, £52,413 - £55,611 per annum. Applications for this post will be channelled exclusively through Council’s GETGOT system.
