Community Development & Programme Manager


Job description

The postholder will play a key role in developing, overseeing and implementing key strategic programmes and projects that drive forward Council’s ambitious corporate vision and objectives. The postholder will be required to establish, implement and manage a strategic approach to community and programme development to include, sourcing, accessing, and delivering programme investment, and implementing the necessary procedures, processes and controls to professionally oversee the management and delivery of same. The postholder will develop and manage strategic partnerships to collaborate and deliver strategic outcomes, and be capable of managing complex projects with a high level of stakeholder relationships. The Council may retain a list of reserve candidates arising from this recruitment campaign, for any vacancies which may arise which are the same or similar and are of an equal grade of pay. This list will be valid for 12months. Another similar vacancy is defined as a post with a similar job description and person specification and on the same salary scale, which may be in a different department or duration to the vacancy initially advertised. Another similar vacancy does not include posts where the similarity relates solely to the salary scale.

Responsibilities

  • Develop projects and effective working partnerships with public, private and community sector organisations to support the delivery of key priorities outlined in Council’s strategies to support the development of our goals.
  • To take direction in activities and tasks from the Strategic Development Manager, as required.
  • Advise senior teams on issues impacting upon community development and seek to provide support in reacting and responding to these in a proactive manner.

Skills and Qualifications

Essential Skills

  • Applicants must have a third level or equivalent level qualification.
  • Applicants must demonstrate by way of example a minimum of two years’ relevant post qualification experience in the following areas:
  • a) Development, management and implementation of community programmes/projects.
  • b) Strong internal and external stakeholder engagement and effective partnership working within the delivery of a community service/function.
  • c) Management of financial resources and budget within a business environment with well-established operating systems and procedures.
  • d) Management of a team of staff.
