Senior Housing Officer (Apartments, Older Persons, and Supported Living)
Job description
This role will lead the delivery of apartment, older persons, supported living, and Joint Management Scheme services, ensuring safe, compliant, and customer-focused housing environments, supporting tenancy sustainment, independence, wellbeing, safeguarding, income collection, and regulatory compliance through effective operational management and partnership working.
Responsibilities
- Provide specialist support and guidance to Housing Officers on tenancy management, sensitive lettings, safeguarding, anti-social behaviour, rent arrears and complex housing cases.
- Act as Safeguarding Lead, identifying vulnerabilities, coordinating support, and working with health, social care and community partners to improve tenant outcomes.
- Promote tenant wellbeing, inclusion, engagement and independent living, reducing loneliness and social isolation.
- Manage rent accounts, arrears recovery, occupancy levels, void performance and tenancy sustainment across supported housing schemes.
- Oversee compliance with housing legislation, Consumer Standards, fire safety requirements, PEEPs, safeguarding, Supporting People standards and organisational policies.
- Monitor budgets, contracts, Joint Management Agreements (JMAs), Service Level Agreements (SLAs) and service performance, ensuring value for money and accurate reporting.
- Undertake inspections, audits and performance reviews, maintaining accurate records and driving continuous improvement.
- Contribute to policy development, staff training, coaching and organisational learning while representing the Association with external stakeholders.
- Build effective partnerships with tenants, support providers, community organisations and statutory agencies to improve service delivery and customer outcomes.
- Support Housing Officers with lettings, tenancy management, safeguarding, anti-social behaviour cases, and customer engagement.
- Conduct scheme, estate, and tenant visits and encourage tenant participation in service improvement.

Skills and Qualifications
Essential Skills
- A Level 4 qualification (e.g. HNC) or above and at least two years' relevant experience in supported housing / sheltered housing
- OR
- At least five years' relevant experience in supported housing / sheltered housing
- Relevant experience must include at least three of the following areas:
- Supported/sheltered/shared living services, Older persons services, Services for people with support needs,
- Rent account monitoring and arrears management, Managing multiple occupancy or communal living environments, Liaison with tenants community groups and partner agencies.
- Hold a current full, (preferably) clean driving license that allows driving in the UK, with use of a private vehicle for business use or, in the case of disability, be able to demonstrate how the mobility requirements of the position will be met.
- Experience in supported, sheltered or shared living services, older persons’ housing and services for people with support needs.
- Experience of tenancy management, rent arrears recovery, safeguarding, contract management and partnership working.
- Knowledge of Supporting People requirements, housing legislation and regulatory standards.
- Effective leadership, communication, organisational, digital and problem-solving skills.
