Job description

The Department in its wider role ensures the provision of appropriate health and social care services, both in clinical settings such as hospitals and GP surgeries, in the community through nursing, social work and other professional services. It also leads a major programme of cross-government action to improve the health and well-being of the population and reduce health inequalities. This includes interventions involving health promotion and education to encourage people to adopt activities, behaviours and attitudes which lead to better health and well-being. The post holder will play an important part in enabling and supporting the Department of Health (DOH) to meet its objectives. The Head of Estates Development 1 will report to the Director of Health Estates and provide support to other colleagues across the Department on relevant issues. The post is located in Belfast, but involves occasional travel within the UK and Republic of Ireland. Responsibilities

  • The main duties and responsibilities of the post will include:
  • Leading and managing multidisciplinary teams to deliver design and construction procurement services to the Departments ALB’s ensuring that construction projects comply with policy, statutory and legal requirements;
  • Programme and project management of major capital design and construction projects;
  • Providing specialist construction-related professional and technical advice and support for effective management and delivery of health infrastructure capital programmes;

Skills and Qualifications

Essential Skills

  • Applicants must demonstrate by the closing date for applications that they:
  • Are a current Registered Architect, Chartered Engineer, or Chartered Project Manager in a construction discipline, AND
  • At least 3 years’ experience of having successfully discharged senior management responsibilities in a multi-disciplinary organisation which has been engaged in the design procurement and construction of Major Complex Construction Projects, AND
  • Have demonstrable knowledge of procurement legislation, policy, and best practice as it applies to design and construction procurement across the public sector, AND
  • Have a successful track record of managing a team and delivering demonstrable and measurable service benefits and improvements to customers.

Desirable Skills

  • In addition, applicants should be aware that after an eligibility sift, should it be necessary to shortlist candidates to go forward to interview, the following shortlisting criteria will be used.
  • The panel will carry out an objective evaluation of the strength and breadth of the evidence of experience provided in response to eligibility Criteria 2.
  • This will be completed on a scored basis and only the highest scoring applications will proceed to interview.
