Business Analysts play a crucial role in HMRC working collaboratively as consultants and critical friends across digital, project and operational delivery professions to achieve solutions that are fit for purpose and that maximise the value our organization offers. We work collaboratively across all levels of the organisation and will engage in various activities from defining strategy and goals to creating high-level designs, eliciting the requirements for programmes and projects, and to supporting the continuous improvement of its processes and technology.

Responsibilities

• Scope and model complex 'as-is' and 'to-be' processes to investigate business problems, identify opportunities for improvement, conduct gap analysis, and inform requirements.
• Identify, manage and engage regularly with stakeholders at all levels to ensure that responsibilities are clear, their needs and expectations are managed and met, with clear requirements agreed and drafted, solutions negotiated.
• Lead requirements workshops and draft appropriate outputs.
• Collaborate with other professions in a multi-functional team to ensure that business objectives and user requirements are translated into appropriate technical solutions and align to the strategic vision and goals.
• Conduct impact and Cost-Benefit analysis to identify the positive and negative consequences of a proposed change on people, processes and data, whilst recommending actions needed.
• Drive the design, execution and assessment of products, processes and usability tests.
• Champion and drive the application of standards and best practice to ensure that BA artefacts created by self and others are delivered to a recognised quality and are understood and agreed by stakeholders.
• Demonstrate expertise and provide guidance, mentoring, coaching and support to others, ensuring their professional development.
• Communicate information and ideas effectively through the appropriate medium and style.
• Effectively use facilitation skills with stakeholders to build a shared understanding of problems to be solved and work through challenges, enabling them to work collaboratively towards common goals while remaining neutral where appropriate.
• Possible line management of other BAs.

Skills and Qualifications

Essential Skills

• Demonstrable Business Analysis experience in large-scale change programmes or projects involving complex subject matter, diverse stakeholders, or intricate IT systems.
• Familiarity with various delivery methodologies, including Waterfall, Agile, and hybrid approaches.
• Proficiency in process modelling tools (e.g. Microsoft Visio) and notations (e.g. BPMN).
• Proven experience in eliciting, managing, and documenting complex requirements (e.g. themes, epics, user stories) and modelling 'as-is' and 'to-be' business processes and customer journeys.
• Demonstrable ability to align business analysis activities with organisational goals, using data and user research to inform decisions, foresee challenges, and identify opportunities.
• Strong interpersonal and facilitation skills, with the ability to build relationships, manage expectations, and communicate effectively using visual and written tools.

Desirable Skills

• Experience working in a multifunctional team collaborating on co-creation of design and solutions
• Relevant qualifications or professional memberships, such as: BCS International Diploma in Business Analysis (or individual BCS modules)
• Level 4 Business Analysis Apprenticeship
