Job description

Responsible through the Resource Officer (Sustainable Resource Management (SRM)) to the Waste Manager (Service Planning & Delivery), working as part of a team to support and deliver the aims of the Councils waste strategy, waste plans and contribute to the delivery of the Belfast Agenda and Climate Action Plan. Support the improvement of the waste management behaviours of householders and the business community through providing advice, guidance and information on waste management and environmental sustainability through door-stepping and other awareness raising initiatives. Assist in assessing the effectiveness of the waste behavioural change campaigns through undertaking surveys, data collection and monitoring, and undertake follow up pre-enforcement or promotion action as required.

Responsibilities

  • Actively promote the waste hierarchy through providing a front line advice, guidance and education service to householders and the business community.
  • Support the introduction of new recycling schemes and initiatives through raising awareness of environmental sustainability and green issues amongst households and the business community.
  • Deliver improved customer services in all waste management activities and capturing data in relation to these activities to track performance management and provide evidence based decision making.
  • Carry out a programme of work as identified by the Resource Officer (SRM).
  • Undertake surveys and to gather a range of information relating to household and commercial waste management schemes, aimed at identifying areas which require additional support and advice or pre-enforcement action.
  • Utilise technology including handheld devices and laptops to access, review and input relevant data and information including updating relevant systems. To capture Waste Management related information with regards to household and commercial.
  • Drive as required any shared vehicles and ensure they are kept in a clean and roadworthy condition.
  • Ensure that all customer enquiries received via the Customer Hub are resolved in a professional and courteous manner in accordance with the councils customer service standards. To update queries as appropriate and escalate where necessary.
  • Work closely with the waste management Engine Room to ensure sharing and receiving of timely and relevant data.
  • Prepare and deliver appropriate waste management communications as directed by the Resources Officer (SRM) in various formats including to residents using communal waste schemes including ensuring that containers, equipment and bin storage are
  • Ensure that all records and documentation in relation to new build or re-assessments where waste issues may be evident, is captured and maintained in either paper based or digital format and presented to the Resource Officer (SRM) in a timely manner.
  • Liaise with internal and external parties regarding the deployment of waste management containers and collections at new and existing communal waste sites.
  • Contribute to meetings and initiatives/actions aimed at reviewing, improving service delivery and addressing any waste related issues with regard to communal sites. To represent the Resource Officer (SRM) as appropriate at these meetings.
  • Conduct detailed assessments of communal waste schemes in order to establish the optimum containment methods (recyclables, organic waste, and residual waste), layout and communications approach in line with established policies and procedures.
  • Co-ordinate the deployment of waste management containers, collection and communications at new and existing communal waste sites including but not limited to; apartments, folds, Purpose Built Managed Student Apartments (PBMSA).
  • Support and participate in projects involving the implementation of relevant policies, procedures or improvement plans regarding recycling and waste management habits.
  • Provide a quick response team for miscellaneous requests such as container delivery/uplift, caddy liner provision, garden sacks.
  • Maintain and report to the Resource Officer (SRM) stock levels of communications material required to ensure service delivery.
  • As required, to monitor the kerbside recycling contract to ensure performance under the contract performance indicators and assist in resolving waste related issues, in conjunction with the Contracts Officer and the contractor.
  • Advise developers or agents on the storage, access, and presentation arrangement for waste containment at communal waste facilities.
  • Carry out waste management related projects in an efficient and effective manner as directed in order to achieve required performance standards.

Skills and Qualifications

Essential Skills

  • Applicants must, as at the closing date for receipt of application forms:
  • Have a full, current driving licence which enables them to drive in Northern Ireland, or have access to a form of transport which enables them to carry out the duties of the post in full; and
  • Be able to demonstrate on the application form, by providing personal and specific examples, at least one years relevant experience, gained in the workplace, of:
  • Dealing with members of the public as part of their daily duties in a face-to-face environment, including dealing with confrontational situations;
  • Compiling and analysing service information and undertaking marketing and promotional activities and events.

Desirable Skills

  • Applicants must be able to demonstrate evidence of the following special skills and attributes, which may be tested at interview:
  • Effective oral communication skills with the ability to provide information to and handle complaints from the public.
  • A good standard of literacy, including the ability to create and maintain computer records and write with clarity.
  • An effective team member who contributes to the success of the team and achievement of objectives.
  • The ability to deal with both internal and external customers and taking action in sensitive situations. An awareness of the importance of enhancing and protecting the image of the Council, and the ability to respond to the needs.
  • The ability to prioritise work and keep track of tasks using judgement to decide priorities and complete work satisfactorily.
  • Possess up-to-date knowledge of current waste management issues including recycling, new legislation and EU directives.
  • The ability to analyse and make operational decisions on waste management and recycling issues while taking into account the input of others.

Further Information

Hours will be: Monday - Thursday 6.30am - 2.30pm and Friday 6.30am - 2pm.
