Brooke House Health & Well-Being Centre has been awarded £1 million to establish and lead the Northern Ireland VALOUR Network, a region-wide "Hub and Spoke" partnership supporting veterans, serving personnel and Armed Forces families across all six counties. We're looking for an experienced programme leader to take operational ownership of this ambitious network - leading a small core team, coordinating six regional delivery partners, and ensuring the Network delivers a consistent, high-quality, "No Wrong Door" service across Northern Ireland.

Responsibilities

• Lead day-to-day delivery of the Northern Ireland VALOUR Network
• Manage and support the VALOUR core team
• Chair monthly Consortium Cluster meetings with the Network's six regional partners
• Support appropriate multidisciplinary and high-risk case review arrangements and champion safeguarding across the Network
• Oversee programme compliance, risk, data and reporting to the OVA and Armed Forces Covenant Fund Trust
• Manage relationships with MOD Veterans Services and other strategic partners

Skills and Qualifications

Essential Skills

• A relevant degree or professional qualification, or equivalent demonstrable experience, in programme management, health and social care, community development, public services or a related field
• Significant experience of managing complex programmes, services or projects involving multiple stakeholders and delivering agreed objectives, deadlines and outcomes
• Demonstrable experience of leading and managing staff and coordinating multidisciplinary or multi-agency activity
• Experience of developing and managing effective partnerships with statutory, voluntary, community or other organisations
• Strong programme and project-management capability, including operational planning, implementation, monitoring and evaluation
• Experience of performance monitoring, reporting and using data to support accountability and service improvement
• Experience of managing organisational or programme risk, compliance and assurance requirements.
• Effective leadership, stakeholder-management and written and verbal communication skills, including chairing meetings and representing an organisation professionally
• Strong organisational and IT skills, including Microsoft 365 and experience of databases, CRM or case-management systems (training will be provided on Lamplight and VALOUR-specific systems)

Desirable Skills

• Experience of working with veterans, Armed Forces families or another client group facing comparable transition or access barriers
• Experience of managing an externally funded programme, grant, consortium, network or multi-agency delivery model
• Knowledge of the Northern Ireland statutory, voluntary and community service landscape relevant to the programme
• Experience of safeguarding governance, complex or high-risk situations and/or trauma-informed service delivery

Further Information

Location: Flexible across Northern Ireland, with travel required Reports to: Chief Executive, Brooke House Health & Well-Being Centre Contract: This is a funded, fixed-term post to 31 March 2029. Any continuation beyond this date will be subject to future funding and organisational requirements and cannot be guaranteed. This post is advertised on a full-time basis.
